Overview of the Role


This is a position which is responsible for supporting the HDFC funded project- Holistic Rural Development Programme (HRDP) is a part of HDFC Bank‘s CSR initiatives with ‘Creating Sustainable Communities‘ as its underlying philosophy. The Project will aim to ‘Create Sustainable Communities ‘by enhancing sustainable livelihood options and improving access to essential services. The incumbent will be responsible for implementation of the project under guidance of program manager and guide the field team in project district of Bihar. S/he will be working with Plan India, community institutions and other stakeholders and responsible for successful execution of the project with regular interaction with the donor, meeting timelines, reporting and budget utilization. S/he will be primarily responsible for implementing and managing all deliverables related to Agriculture, livelihoods, Community institutions, Education, Health and any other mandated under the project. The incumbent will also be responsible for liasoning with line department at cluster/district/state level and establishing linkage with other stakeholders.

Job Description


1. Overall coordination of the project and support Project Manager in the development of Annual plans, budget outlays for the state, management of budget, regular reviews of the Project Outline (PO) of the project, and maintain them as per the systemic requirements,
2. Accountable towards development of community led farm/non-farm enterprises to create sustainable model of livelihoods for marginalized community.
3. To develop a clear strategy towards formation of vibrant rural business models.
4. To establish Business / market linkage.
5. Ensure the quality implementation of the project in timely manner as per Plan India’s institutional grants standards and donor reporting being done in a timely manner with specified quality,
6. Ensure quality project reporting to the Project Manager as per the agreement clauses with the donor and timely submission to the grants team. This will include annual and quarterly reports, financial reports, case studies of good practices, and fund forecasts on a timely and accurate. Also, adhere other reporting requirements as per the donor’s reporting compliances,
7. Work under the supervision and guidance of the Project Manager and implement an impact framework for the project accordingly support the field team to get data and evidence for the quality reporting,
8. Lead capacity building and/or mentoring at the state level for the field staff as per the project requirements,
9. Ensure the supportive supervision of the field staff involved in implementation through regular monitoring visits/monthly reviews and provide them feedback to ensure optimal performance,
10. Anchor and facilitate the quarterly and annual review meetings at the state level of the project and guide the field team in providing technical guidance and review with the annual plans and M&E indicators and impact framework,
11. Ensure Liasioning with project stakeholders and also to develop a new potential partnerships with local authorities, Agriculture Department ,education organizations, relevant to the project,
12. Support the Project Manager in the development and implementation of SOPSs and tools and ensure handholding support to the field team for its implementation,
13. Run/ facilitate project events and sessions at the state level both online and face to face as appropriate,
14. Provide any other support required by the Line Manager and as per the requirements of the organization.


Required & Preferred Qualifications


Skill

1. Good experience of timely implementing the projects, its roll out and management of the field level staff
2. Knowledge of grant management, including accounting and financial reporting
3. Strong understanding and demonstrated ability and experience to train others related on education
4. Experience in working in donor-supported projects and understanding of donor compliances
5. Excellent communication skills on both English and Hindi (verbal and written) using clear, non-technical language
6. Ability to work flexibly, troubleshoot, manage risks and adapt to changing organisational environment
7. Excellent time management skills, team management and ability to prioritise multiple responsibilities

Education

Master in Social Work, Graduate preferably with a university degree

Experience

At least 3-4 years professional experience in implementing of the Development Program especially in the field of Agriculture and enterprise development.
