Overview of the Role


a. Strengthening knowledge and awareness about inclusive growth and social protection among the stakeholders such as elected representatives and frontline officials of the Directorate of Panchayat. b. Strengthening inclusive planning at Panchayat level through child friendly Gram Panchayat Development Plan (GPDP) issuance of guidelines supporting evidence-based policies and strategies for improved targeting public finance for children across child-related sectors. c. Integration of nutrition in the Gram Panchayat development plans and sensitization of elected representatives on the issues of malnutrition among children and women towards POSHAN Panchayat. d. Support in building capacities and raising awareness of social protection child rights and child friendly Gram Panchayat. e. Support in ensuring participation of children in the GPDP through support in drafting guidelines developing IEC materials and organizing and capacity development on Bal Sabha and Mahila Sabha. To support these efforts SPSP seeks to engage a Local Governance and Social Protection Consultant to provide technical assistance facilitate communication and strengthen capacities of key stakeholders for effective implementation and impact

Job Description


• Develop user-friendly guidelines training modules and IEC materials to:
1. Promote child-friendly Gram Panchayats
2. Advocate for and guide the conduct of Bal Sabha and Mahila Sabha (children’s and women’s assemblies)
3. Produce a social protection pocketbook for community use.
• Facilitate training of selected Sarpanch/PRI members on POSHAN Panchayat
• Design and develop capacity development modules and IEC (Information Education & Communication)
materials on social protection tailored for various stakeholders.
• Organize and facilitate thematic consultation workshops with the Directorate of Panchayat to promote
evidence-based policy and planning.
• Conduct orientation and training programmes to strengthen the leadership and participation of elected female
representatives in local governance.
• Design and execute theme-based campaigns on child-focused issues supporting sectoral convergence in 50
Gram Panchayats to achieve specified child-friendly indicators
• Develop knowledge management initiatives (document success stories monitor action-based campaigns)
including training and awareness sessions at social protection clinics and during outreach camps to improve
access to and awareness of entitlements.
• Provide technical guidance and input for the inclusion of child-related parameters in the devolution formula
developed by the State Finance Commissions (SFC).


Required & Preferred Qualifications


Skill

• Technical skill: End-to-end data management; a) data collection cleaning analysis and visualization in social
and development sectors b) cloud-based survey and data platforms field-level data collection integration
and analysis of data c) MIS data management systems including dashboard creation and d) proficiency in
data visualization tools – both audio and video.
Desirable Technical Expertise and Functional Skills
• Excellent interpersonal skills relationship management and teamwork. Strong written and verbal
communication skills in English; Hindi/Chhattisgarhi is desirable.
•Demonstrated ability to engage effectively with senior officials local organizations and donor agencies.
• Strong understanding of local governance Panchayati Raj Gram Panchayat development planning PESA eGramSwaraj or other Panchayat digital platforms Finance Commission devolution State Finance Commission
recommendations Panchayat-level programmes and social protection schemes.
• Familiarity with Chhattisgarh’s social protection framework and demonstrated capacity-building experience
(including development of training materials guidelines and training delivery) is an advantage.

Education

Bachelor’s degree or master’s/PG Diploma (or equivalent) in economics geography population studies public policy social policy public administration decentralized planning social sciences social work rural development local governance or related disciplines.

Experience

Bachelor’s degree with a minimum of 5 years’ experience and Master’s/PG Diploma (or equivalent) with at least 3 years’ experience in relevant field. Prior work with UN agencies government or donor/multilateral development projects is preferred. Knowledge of Chhattisgarh’s context is an asset.
