Overview of the Role


The Programme Analyst will report to Programme Officer Entrepreneurship WEE and work under overall technical supervision and coordination with Country Programme Manager Women’s Economic Empowerment UN Women India Office and Regional Lead Women’s Economic Empowerment & Migration ROAP. This position will allocate approximately 50% of its time to India Country Office priorities and 50% to Regional Office priorities ensuring effective alignment between national and regional care systems initiatives. The role contributes to the effective management of UN Women programmes on Care Systems by providing substantive inputs to programme design formulation implementation and evaluation across both levels. The Programme Analyst will support delivery of UN Women programmes by monitoring results achieved during implementation and ensuring appropriate application of systems and procedures recommending enhancements where necessary. The incumbent will work in close collaboration with programme and operations teams UN Women HQ personnel Government officials (including the Ministry of Women and Child Development) multi- and bi-lateral donors and civil society partners to ensure successful implementation of the care systems portfolio. This position is based in New Delhi with the possibility of travel.

Job Description


• Lead and contribute technically to the development of programme strategies in the area of care systems and women’s economic empowerment
• Lead and support India Care initiatives in alignment with national priorities including Ministry of Women and Child Development (MWCD) and other relevant government bodies. Support the TransformCare Investment Initiative – Asia Pacific (TCII-AP) and lead country-level implementation to ensure alignment with India’s care systems agenda.
• Lead implementation and provide substantive inputs to programme and project design Innovation Challenge for Childcare Solutions Better Skills Better Care and support closure and transition of Gender-Inclusive Care Entrepreneurship Ecosystem Programme (GICEEP) to Care and Climate Entrepreneurship Accelerator;
• Identify priority areas for support and intervention to strengthen care systems and enhance women’s economic empowerment in collaboration with Central and State governments and regional partners.
• Contribute to programme development that aligns with India’s national priorities and UN Women’s Strategic Plan.
• Provide substantive technical support to the implementation and management of the care systems entrepreneurship and skilling programmes
• Lead in providing technical inputs to annual workplans budgets and implementation strategies for national and regional initiatives on Care Systems;
• Lead overall management and implementation of Innovation Challenge for Childcare Solutions Better Skills Better Care and provide technical inputs to country-level components of TCII-AP and the Care and Climate Entrepreneurship Accelerator including programme design implementation monitoring reporting and stakeholder coordination;
• Oversee work of implementing partners and consultants for both India and regional components ensuring outputs meet agreed results frameworks.
• Support regional initiatives under TCII-AP by providing technical inputs coordinating implementation and ensuring India’s participation in regional platforms.
• Support UN Women’s engagement in national and regional policy dialogues on care systems financing care workforce development
• Lead and facilitate multi-stakeholder consultations with government agencies private sector actors and civil society organizations to advance dialogue on care systems
• Provide technical assistance and capacity development to project/programme partners for both India and Regional offices:
• Lead coordination and provide technical support in the implementation of programme activities; Develop technical knowledge products;
• Maintain relationships with national partners to support implementation and expansion of the programmes and initiatives under care systems; and
• Identify opportunities for capacity building of partners and facilitate technical/programming support and trainings to partners as needed.
• Provide technical inputs to the monitoring and reporting of the programme/project
• Monitor progress of implementation of activities and finances using results based management tools;
• Draft reports on monitoring missions programme results s outputs and outcomes; and
• Provide substantive inputs to donor and UN Women reports for national and regional care activities.
• Provide substantive technical inputs to the management of people and finances of the programmes and initiatives under care systems
• Monitor budget implementation and make budget re-alignments/ revisions for both India and Regional Office as necessary.
• Provide substantive inputs to financial reports for India initiatives; and
• Supervise Programme Associates and Assistants for India office.
• Provide substantive inputs to building partnerships and resource mobilization strategies
• Provide substantive inputs to resource mobilization strategies from Central and State governments private sector and donors for innovative care financing solutions;
• Prepare relevant documentation such as project summaries conference papers briefing notes speeches and donor profiles; and
• Participate in donor meetings and public information events for both India and Regional Office as delegated.
• Provide technical support to inter-agency coordination on care systems and women’s economic empowerment to achieve coherence and alignment of UN Women programmes with other partners in the country
• Provide substantive technical support to the UN Women Representative and Deputy Representative on inter-agency coordination related activities by drafting background reports and briefs.
• Provide substantive inputs to advocacy knowledge building and communication efforts
• Develop background documents briefs and presentations related to care systems
• Coordinate and organize advocacy campaigns events trainings workshops and knowledge products; and
• Coordinate the development ff knowledge management methodologies and products on care systems including care delivery models and infrastructure entrepreneurship and skilling
• Coordinate the development of knowledge products on care systems including research and mapping of care infrastructure and delivery models care entrepreneurship skilling and certification employer-supported care financing strategies and technology-enabled innovations.
• The incumbent performs other duties within their functional profile as deemed necessary by both India and Regional Office for the efficient functioning of the Office and the Organisation including support to planning and coordination for key convenings and stakeholder engagements related to the TransformCare agenda at national and regional level.
• The incumbent will work closely with implementing partners across multiple projects to ensure effective execution and stakeholder coordination. S/he will support alignment with UN Women India and ROAP-led programmes providing strategic guidance and technical oversight and contributing to matrix management structures under regional and global Care Systems initiatives.


Required & Preferred Qualifications


Skill

• Good analytical and research skills with the ability to develop evidence-based policy recommendations and strategic interventions.
• Good knowledge of care systems and gender equality frameworks including skilling entrepreneurship social norms social protection policies financing mechanisms and investment strategies.
• Good programme formulation implementation monitoring and evaluation skills with knowledge of Results-Based Management (RBM) principles.
• Ability to identify and assess emerging trends gaps and opportunities in care systems financing with a focus on resource mobilization and sustainable investment models.
• Sound knowledge of monitoring and evaluation frameworks and the use of data to inform evidence-based programming and policy.
• Good understanding of national and international laws and schemes especially on decent work principles and their application within the care workforce and broader labour markets.
• Excellent knowledge of gender and social norms and their impact on women’s economic empowerment particularly in relation to unpaid care work women’s labour force participation and gender-responsive policies.
• Demonstrated ability to develop and manage multi-stakeholder partnerships including with government agencies private sector actors UN agencies donors and civil society organizations to advance care systems.
• Good understanding of private sector engagement in care systems investments including strategies to promote employer-supported childcare eldercare and workforce development solutions.
• Ability to produce high-quality knowledge products including policy briefs reports and research publications on women’s economic empowerment care workforce development and financing models.
• Proficiency in digital tools including MS Word Excel database management and web-based project management systems for effective programme planning monitoring and reporting.
• Strong organizational coordination and communication skills with the ability to work independently and manage multiple priorities.
• Ability to lead inter-agency coordination drive policy dialogues and mobilize resources for care systems initiatives at national and regional levels.
• Ability to identify and analyze trends opportunities and threats to fundraising to support sustainable financing for care economy interventions.

Education

• Master’s degree or equivalent in Social Sciences Gender/Womens studies Human Rights International Development Studies or a related field is required. • A first-level university degree in combination with 02 additional years of qualifying experience may be accepted in lieu of the advanced university degree. • A project/programme management certification would be an added advantage.

Experience

• At least 05 years of progressively responsible work experience in development programme/project implementation coordination monitoring and evaluation donor reporting and capacity building is required. • Experience in the Care systems and Women’s Economic Empowerment programming with knowledge of national regional and global practices is desirable. • Experience leading and coordinating and liaising with government agencies donors and/or international organizations is required. • Experience in the usage of computers and office software packages (MS Word Excel etc.) and spreadsheet and database packages experience in handling of web-based management systems is required. • Experience in the use of a modern web-based ERP System preferably Oracle Cloud is desirable.
