Overview of the Role
As part of our efforts to enhance comprehensive primary care services we are seeking a qualified and experienced individual to serve as the Program Manager for the state. The primary objective of this position is to provide technical and programmatic support in the design implementation and monitoring of cardiovascular health interventions focused on improving control of hypertension and diabetes at the primary health care level in selected geographies in the state. The PM will work closely with State Program Manager for the project (SPM) NCD Nodal Officers and Comprehensive Primary Health Care (CPHC) Nodal Officers of the selected geography to implement strategies for improving screening diagnosis treatment and follow-up care for individuals with hypertension and diabetes at the primary health care level.
Job Description
Expected role of the incumbent is multi-dimensional and are summarised
below:
Assist in conduct landscaping and situational assessment of hypertension
and diabetes service delivery at primary healthcare level across
implementation geographies.
Support the SPM in developing and implementing state-specific strategies
for strengthening hypertension and diabetes management and control at
primary health level.
Collaborate with the district NCD Nodal Officer and CPHC Nodal Officer to
implement strategies for hypertension and diabetes management and
control at primary health level.
Provide technical assistance and strengthen the capacity of the State and
selected districts for planning training supervision and monitoring of
hypertension and diabetes service delivery.
Work with state and district officials for developing and implementing
state program implementation plans (PIP) towards ensuring adequate
financial resources under NP-NCD and CPHC program.
Support in training and capacity building on interventions related to
management of hypertension and diabetes and strengthening of primary
health care services.
Strengthen opportunistic screening at the health facilities and streamline
linkages with population-based screening for diagnosis of hypertension and
diabetes.
Assist in planning and monitoring uninterrupted availability of antihypertensive and anti-diabetic drugs at all AAMs in intervention
geographies.
Conduct regular supportive supervision visits to implementation sites and
provide technical assistance and guidance to AAM staff to ensure
adherence to evidence-based guidelines and best practices in hypertension
and diabetes management.
Support uptake and utilisation of NCD information system monitor key
indicators and provide regular reports to relevant stakeholders to improve
program implementation.
Streamline institutional mechanisms for regular review of NP-NCD program
and support rapid cycle process improvements.
Prepare monthly reports on the progress of the project with follow-up on
action points and share feedback to district NCD and CPHC cell.
Support district officials in making technical presentations strategic
documents required for decision making and documentation of good
practices as relevant to the project.
Undertake any other duties as assigned by the SPM of the project.
Required & Preferred Qualifications
Skill
Strong understanding of primary healthcare systems including experience
working with public health facilities at the state or district level.
Strong understanding of primary health care systems non-communicable
diseases and related interventions.
Excellent analytical and problem-solving skills with the ability to translate
data into actionable insights.
Proficiency in M&E methodologies including quantitative and qualitative
data collection and analysis.
Strong communication and interpersonal skills with the ability to work
effectively with diverse stakeholders.
Proficiency in MS Office package.
Fluent in English Hindi and the proposed state’s language enabling
effective communication with stakeholders at all levels within the state.
Education
Medical/Nursing graduation/post-graduate degree in public health/Health Administration/Health Policy or a related field is required. A specialization or coursework related to monitoring and evaluation data analysis and program management is preferred.
Experience
Experience in working with government health agencies at regional/district level. At least 4 years of relevant experience in public health program management with 3+ years of experience in project coordination monitoring and evaluation data analysis preferably in the health sector non-communicable diseases (NCDs) with a focus on hypertension and diabetes management.
