About National Health Systems Resource Centre (NHSRC)
Established in 2006, the National Health Systems Resource Centre's mandate is to assist in policy and strategy development in the provision and mobilization of technical assistance to the states and in capacity building for the Ministry of Health and Family Welfare (MoHFW) at the centre and in the states.The goal of this institution is to improve health outcomes by facilitating governance reform, health systems innovations and improved information sharing among all stake holders at the national, state, district and sub-district levels through specific capacity development and convergence models. It has a 23 member Governing Body, chaired by the Secretary, MoHFW, Government of India with the Mission Director, NRHM as the Vice Chairperson of the GB and the Chairperson of its Executive Committee. Of the 23 members, 14 are ex-officio senior health administrators, including four from the states. Nine are public health experts, from academics and Management Experts. The Executive Director, NHSRC is the Member Secretary of both the Governing body and the Executive Committee. NHSRC's annual governing board meet sanctions its work agenda and its budget. The NHSRC currently consists of seven divisions – Community Processes, Healthcare Financing, Healthcare Technology, Human Resources for Health, Public Health Administration, Knowledge Management Division, Quality Improvement in Healthcare The NHSRC has a branch office in the north-east region of India. The North East Regional Resource Centre (NE RRC) has functional autonomy and implements a similar range of activities.

Overview of the Role
As the Finance Lead at the National Health Systems Resource Centre (NHSRC), you will play a pivotal role in ensuring the financial health, compliance, and operational efficiency of a premier think tank under the Ministry of Health and Family Welfare (MoHFW). You will be responsible for overseeing all aspects of financial planning, budgeting, contract monitoring, audit facilitation, statutory compliance, and financial reporting across NHSRC and its branch offices.
Job Description
- Monitoring of financial contracts, assessment of financial statements, supervising formulation and ensuring implementation of standard operation administrative procedures
- Budgeting & finance management of NHSRC and oversee such activities of its branch office(s)
- Ensuring financial discipline and operational efficiency of the organization
- Ensuring compliance to all statutory financial norms and government financial rules
- Nodal person to deal with the audit parties and facilitation in audit proceedings & reply
- Liasoning with MoHFW, local authorities and bank as and when required
- Periodic financial reporting to the Principal Administrative Officer, the Executive Director, MoHFW, EC & GB
- Supervising all payments and ensure accuracy in disbursements
- Monitoring / managing accounts in Tally package & address issues related to Tally
- Making relevant records available for audit
= Provide inputs for reply to RTI and/or questions from either house of Parliament., whenever required
- Preparation of committed expenses statement and its correspondence
- Supervising, mentoring & training the finance team
- Submission of Audited accounts after due approval of GB to MoHFW for laying to COPLOT
- Liaison and Coordination with IAHQ team during Ministry s internal audit and appropriate response to the Audit para.
- Coordinate and conduct internal audit of RRC NE and NHSRC office annually.
- Undertake any other assignments which may be assigned from time to time by the Principal Administrative Officer or the Executive Director, NHSRC.
Required & Preferred Qualifications
Skill
- Computer proficiency in MS Office – Word, Excel, PowerPoint etc.
- Excellent verbal & written communication skills.
- Ability to undertake and complete multiple tasks under pressure and should be a team leader
- Certification in Tally and M.S.Excel.
- Working Knowledge of PFMS.
- Preference will be given to candidates who are residing in Delhi/NCR only.
Education
Bachelor's degree in commerce or economics along with MBA in finance or M. Com from a recognized university/institution or qualified C.A./ICWA with graduation in commerce.
Experience
Work experience for minimum Ten (10) years of post PG/master’s qualification in the area of maintaining finance systems in health/social sector
