Over 85% of brain development occurs before the age of six. Quality Early Childhood Education (ECE) ensures school readiness, substantially increases school completion and lifelong earnings, and frees up parents (especially women) to enter formal employment. It is called one of the 'greatest and most powerful equalizers' by India's National Education Policy. The Problem The Solution However, over 35 million children in India do not have access to high quality education at the preschool level, meaning that they are not ready when they enter the first grade in school. This leads to dismal educational outcomes at the foundational learning level - 43% of low income children can’t recognize letters of the alphabet and 35% numbers 1-9 in grade 1. Even worse, children have lost out on the chance to build their brain capacity and fall tens of IQ points behind their higher-income peers, as early as age six. This is a fundamental injustice that is nearly impossible to remedy later and condemns them to continue in the vicious cycle of poverty.

Overview of the Role
Rocket Learning, in partnership with ICDS, SCERT and Department of Education, Punjab, is actively working to implement its ECCE program statewide. As a Program Lead, you will be responsible for successful planning, rollout, and management of the program across all districts. This includes stakeholder engagement, team leadership, performance tracking and cross-functional coordination.
Job Description
1. Program Leadership: Lead the end-to-end implementation of Rocket Learning’s ECCE
initiatives in Punjab
2. Government Liaison: Build and manage strong working relationships with state
department, district officials and other stakeholders
3. Team Management: Recruit, train and manage a team of regional academic experts &
field staff
4. Operational Planning: Use field insights and data analytics to create SOPs and support
decision-making
5. Monitoring & Reporting: Ensure timely data collection and reporting on key program
indicators (coverage, activation, engagement)
6. Cross-functional Coordination: Collaborate with internal teams (content, tech, media,
research) to localize and implement interventions
7. Stakeholder Engagement: Represent Rocket Learning in external meetings, workshops
and field reviews
Required & Preferred Qualifications
Skill
Strong stakeholder management and communication skills
Proficiency in Google Sheets, Forms, and basic data interpretation
Willingness to travel up to 50% of the time across Punjab
Excellent command of English and Punjabi
Strong problem-solving skills and a proactive, mission-driven mindset
Experience
6-8 years of experience in program management, field operations or implementation roles (NGO or government partnerships preferred) Prior team management experience Background in education, ECCE or public systems Experience in multi-stakeholder projects, particularly with government engagement Familiarity with community-based programs
