Overview of the Role


LLF is seeking an outcome-oriented and data-driven Associate Director for State Programs to oversee large-scale projects impacting students in government schools across the state(s). The incumbent will work closely with government stakeholders and LLF State teams to strategize, plan, and execute programs aimed at improving Foundational Literacy and Numeracy (FLN) outcomes at scale.

Job Description


1) Program Management:
• Develop and execute a comprehensive program implementation strategy for LLF's FLN programs across multiple districts and states.
• Act as the primary contact for all critical program decisions across states.
• Manage stakeholder relationships by leading outcome-oriented discussions with senior government officials, donors, partner organizations, and LLF senior management.
• Ensure thorough understanding and monitoring of project budgets to support, review, and monitor expenditures, ensuring adherence to approved budgets.

2) Team Building and Management:
• Establish and lead a competent team to effectively execute LLF's FLN programs in schools across districts and states.
• Prioritize program objectives and delegate responsibilities among team members accordingly.
• Foster collaboration with cross-functional teams to provide adequate backend support for the program and ensure internal alignment among different teams.

3) Monitoring and Evaluation:
• Develop key indicators and metrics to track program progress. Establish processes and Management Information Systems (MIS) to continuously measure these metrics.
• Create comprehensive documentation for the programs, including processes, guidebooks, and data analysis frameworks.
• Gather quantitative and qualitative data to assess program success and utilize this data to make informed decisions.

4) Budgeting, Review, and Follow-up:
• Oversee the budgeting process for FLN programs, ensuring alignment with project objectives and approved budgets.
• Conduct regular reviews of program expenditures and financial performance, identifying variances and taking corrective actions as necessary.
• Collaborate with finance teams to ensure accurate tracking and reporting of program finances.
• Provide guidance and support to program teams in budget management and financial planning activities.
• Conduct periodic follow-up sessions with program teams to assess progress, address challenges, and ensure adherence to financial guidelines and timelines.

5) Donor Relations:
• Manage relationships with donors, including government agencies, foundations, and other funding partners, in collaboration with the Director - State Programs.
• Lead the development and submission of funding proposals, ensuring alignment with donor priorities and program objectives.
• Coordinate the preparation of timely and accurate donor reports, reflecting program progress, achievements, challenges, and financial updates.
• Facilitate periodic review meetings with donors to discuss program outcomes, impact, and future plans.
• Proactively engage with donors to explore opportunities for program renewals, extensions, or expansions.
• Collaborate with program teams and finance departments to develop and manage donor-specific budgets, ensuring compliance with donor requirements and guidelines.


Required & Preferred Qualifications


Skill

• Strong proficiency in data handling, management, and analysis to facilitate informed decision-making.
• Experience in managing large teams involved in field operations.
• Ability to collaborate effectively with various stakeholders in the government system and cross-functional teams within the organization.
• Capacity to manage tight timelines, shifting priorities, and ambiguous situations inherent in working within a government system.
• Proficient in English and Hindi, both spoken and written.

Experience

Minimum of 15-20 years of experience in strategizing and managing large-scale programs.
