Overview of the Role
The Finance & Accounts Officer will be responsible for maintaining organizational accounts, ensuring compliance with government financial regulations, and supporting accurate financial reporting for the organization and its projects. The role requires strong expertise in accounting, auditing, statutory compliance, and financial governance, particularly in the context of government, autonomous bodies, societies, and donor-funded projects.
Job Description
• Maintain books of accounts in accordance with Government Accounting Standards / IND AS (where applicable).
• Prepare monthly, quarterly, and annual financial statements.
• Ensure compliance with General Financial Rules (GFR), 2017.
• Lead budget preparation, allocation, monitoring, and variance analysis.
• Manage grants-in-aid, fund utilization, and submission of Utilization Certificates (UCs).
• Coordinate with Statutory Auditors, CAG Audit, Internal Audit, and Special Audits.
• Draft and vet reply to Audit Paras, Inspection Reports, and Draft Audit Reports.
• Handle FCRA accounts, including receipt classification, utilization tracking, and bank reconciliations.
• Prepare and file Income Tax forms, FCRA Annual Return (Form FC-4), quarterly disclosures, ensuring full compliance with FCRA rules and regulations.
• Ensure timely compliance and closure of audit observations.
• Conduct internal control reviews and strengthen financial governance.
• Ensure compliance with GFR 2017, GST, Income Tax, TDS/TCS, and other statutory levies.
• File statutory returns and reconcile GST, ITC, and Form 26AS.
• Advise management on tax implications of contracts, tenders, and policies.
• Handle assessments, notices, and correspondence with tax authorities.
• Conduct financial vetting of tenders, bids, and contracts (including GeM procurements).
• Perform price reasonableness analysis and cost comparisons.
• Monitor contract payments, milestones, and performance securities.
• Ensure compliance with CVC Guidelines, GeM rules, and procurement manuals.
• To perform any other task given by the supervisor
Required & Preferred Qualifications
Education
Chartered Accountant (CA) from the Institute of Chartered Accountants of India (ICAI) preferred, along with a Bachelor’s degree in Commerce/Finance/Accounting or Post-Graduation in Commerce/Finance from a recognized university. FCRA accounting and compliance is mandatory. Working knowledge of PFMS, Tally/ERP, and MS Office is desirable.
Experience
5–8 years of experience in accounting and auditing, preferably in government/autonomous bodies, societies, or donor-funded projects (domestic and international).
