Established in 1976, the National Institute of Urban Affairs (NIUA) is a premier institute of the Ministry of Housing and Urban Affairs, Government of India, for research and capacity building for the urban sector in India. NIUA’s broad objective is to bridge the gap between research and practice on issues related to urbanisation. For more than 45 years now, NIUA has been the vanguard for contributing to and building the urban narrative for a fast-evolving urban India. The Institute has been working on bringing forth key areas of concern for urban India to build the discourse at various scales. It has utilised its research, knowledge management, policy advocacy and capacity building competencies to address urban challenges and continuously strives to develop sustainable, inclusive and productive urban ecosystems in the country.


Overview of the Role


Leads the Centre’s research strategy, policy engagement, and knowledge dissemination initiatives in public policy and housing. Responsible for developing and executing medium- and long-term research plans, overseeing high-quality research outputs, and translating evidence into actionable policy recommendations. Guides the creation of urban housing data repositories and contributes to publications, reports, and thought leadership outputs. Provides programme leadership through team mentoring, budget oversight, and strategic planning, while fostering a collaborative and high-performing research environment. Represents the organisation in national and international forums to advance discourse on housing and public policy. Builds and sustains impactful partnerships with government bodies, academic institutions, think tanks, civil society organisations, and industry stakeholders to strengthen policy influence and programme implementation.

Job Description


Research, Policy Outreach, Knowledge Dissemination and Capacity Building
• Draw up the CPPHH medium term and annual research plan
• Responsible for research outputs of CPPHH
• Support translation of research outcomes into actionable policies and practices, facilitating engagement with policy and practitioner communities
• Develop a data repository on urban housing at the city, state and national level
• Author and contribute to reports, papers and other published outputs of the Centre
• Oversee the preparation of capacity building and training programmes organized for different various stakeholders and fostering knowledge exchange within and beyond the organization.
• Provide inputs for the conduct of key events (e.g. workshops, conferences, review meetings etc.)

Programme Leadership and Management:
• Mentor research team members.
• Provides oversight to team members, support staff and consultants working within the theme, fostering a collaborative and growth-oriented work environment.
• Strategically plans and manages the centre’s annual budget and activities, in close coordination with organizational leadership.
• Represent the organization in international forums and conferences, showcasing research findings and contributing to global discourse on public policy and housing.

Partnership Management:
• Help build long-standing impactful partnerships with government agencies, academic institutions, think tanks, civil society, real estate industry bodies, corporates engaged in housing development and finance.


Required & Preferred Qualifications


Education

PhD in Urban Planning/Urban Development/Real Estate and Urban Infrastructure/ Management/ Economics/ Public Policy or related areas from a reputed national or international institute

Experience

• More than 10 years of experience in urban sector • Demonstrated skills in policy, research with focus in housing • Strong publication record with impactful research in urban policy/housing policy
