Overview of the Role


Leads strategic government engagement and procurement positioning efforts in Himachal Pradesh, with a primary focus on cultivating high-level stakeholder relationships that influence procurement decisions and budget allocations. Drives proactive pipeline development by identifying and shaping EdTech procurement opportunities before formal tenders are released. Conducts competitive intelligence to strengthen market positioning and differentiate against competitors. Ensures seamless operational coordination with government stakeholders to maintain strong institutional relationships and support long-term procurement success.

Job Description


1. Strategic Stakeholder Cultivation for Procurement Access (35%) Focus: Build relationships with officials who control procurement decisions and budget allocations, not just program coordination.
2. Procurement Pipeline Development & Pre-wiring Focus: Identify, develop, and position for Himachal Pradesh's EdTech procurement opportunities—don't wait for tenders, shape them.
3. Competitive Intelligence & Positioning Focus: Understand what competitors are doing in HP and exploit their weaknesses in procurement contexts.
4. Operational Government Coordination (10%) Focus: Ensure smooth program operations don't create friction that undermines procurement positioning.


Required & Preferred Qualifications


Skill

• Proven business development or strategic partnerships experience with state/central government—must show specific examples of deals closed, budgets secured, or procurement wins influenced
• Deep understanding of government procurement processes: tender development, budget allocation cycles, approval hierarchies, and how decisions really get made
• Himachal Pradesh government experience strongly preferred: Prior work with HP education department, understanding of HP's political economy, relationships with HP bureaucracy
• Strategic relationship building: Demonstrated ability to cultivate senior government relationships and convert them into organisational wins.

Experience

5-7 years in government-facing roles with demonstrated track record of converting relationships into contracts, approvals, or policy wins
