Solidarity and Action Against The HIV Infection in India (SAATHII) is a public health non-profit focused on HIV, sexual health, reproductive health and human rights issues. With eight offices in seven states of India, SAATHII works to advance its vision of strengthening and scaling up HIV prevention, care, support, treatment and associated services in India. Headquartered in Chennai, SAATHII has offices in Andhra Pradesh, Maharashtra, Manipur, Odisha, Rajasthan, Tamil Nadu, and West Bengal; and implements programs in ten states of India. SAATHII is staffed by over 90 professionals in public health, social work, research, nutrition, program communication, and sexually transmitted infections.


Overview of the Role


SAATHII seeks applications for the post of Regional Finance Manager (candidate to be based in New Delhi) and to be part of the Principal Recipient (PR) team for the GFATM supported abovementioned project.

Job Description


• Establish and maintain a strong financial management system for the HIV Component within PR to ensure efficient financial operations.
• Review and oversee the processing of payments and ensure compliance with all regulatory requirements in a timely manner.
• Review and finalize monthly payroll for HIV grant, received from HR department.
• Oversee banking operation and liaison with signatories, bank officials etc. with support from Senior Finance Officer.
• Ensure statutory deductions of TDS, Provident Fund and Professional Tax of the vendors and staff and timely reporting to government.
• Review, finalize and consolidate financial reports for all of the HIV grant components and subcomponents.
• Oversee and track fund flow and utilization at the PR, levels and notify project leadership of any potential shortages in a timely manner.
• Assist and take up the various routine accounting, administration and HR related functions of the project at Principal Recipient as per requirements
• Training and mentoring finance and administration team members across PR, SR and SSR partners through training & capacity building and supportive monitoring visits.
• Ensure compliance to financial, administration and HR management systems for the project towards minimization and elimination of financial risks
• Proactively monitor all financial and fiduciary risks at PR levels, recommend mitigation strategies, and promptly notify to the leadership.
• Conduct financial review / monitoring, on-site-data-validation and provide technical assistance to the sub-recipient partner organizations
• Preparation and submission of timely and accurate financial reports to the donors and organizational management.
• Participate in periodic reviews (administrative and programme-finance) of the project.
• Assist in periodic financial audits and donor reviews, and adherence to recommendations made by the auditors and donor.
• Undertake any other activities as required by the organization.


Required & Preferred Qualifications


Skill

• Proven ability at Manager level, overseeing financial management and partner management of multi-state complex projects with tight deadlines and ambitious targets
• Proven ability in interfacing with donors and ensuring compliance with statutory requirements
• Excellent oral and written communication skills in English and working knowledge of Hindi.
• Willingness to travel extensively to all the project implementation states and sub-grantee partner organizations. An average travel of 12 to 15 days per month will be required
• Ability to train and mentor the junior staff as well as the finance staff of the partner organizations in accounting work / financial management.
• Proven skills in program-finance variance analysis, preparation of budgets and forecasts.
• Sound computer skills, including use of Internet and MS Office™ software and Tally accounting package (ERP version).
• Strong analytical capabilities and experience in generating monthly and quarterly status reports and projections.
• Ability to work independently and as a team player in a complex, multicultural environment.

Education

Candidates having Post-graduate / Graduate degree in Commerce should apply. Candidates having additional professional qualifications (Chartered Accountant / Cost Accountant / MBA) will get additional weightage.

Experience

Minimum 5 years’ of working experience at managerial level and engaged in financial management, sub-grants management and administration in the NGO sector.
