Overview of the Role


The Finance & Compliance Manager will be the focal point for financial management, accounting processes, financial controls and donor and statutory compliance for BBC Media Action's work in India. Deliver across projects to agreed targets and objectives, ensuring compliance with BBC standards and BBC Media Action’s policies, statutory compliances and funder audit requirements.

Job Description


Financial Management and Accounting
• Works closely with the Country Director and project budget holders to ensure effective budget development, and financial management, ensuring that all BBC Media Action financial transactions are in line with the principle of value for money.
• Ensure that books of accounts are properly recorded & maintained.
• Support the Country Director and Project leads with timely financial information and analysis on project expenditure against forecasts and provide project financial reports and budget variance as accurately as possible.
• Supports in developing financial proposals for new projects in consultation with the Country Director and the team
• Works closely with the central team to keep track and update budget status, reforecasts, financial reports and project compliances with BBC and BBC Media Action policies, national legislation and donor requirements.
• Ensures adherence to corporate month end timetable.
• Ensure the timely completion of month-end account closures in line with internal policies, accompanied by accurate and complete reconciliation of all balance sheet accounts

Financial Control & Compliance
• Ensure and maintain the financial integrity of BBC Media Action India’s operations, including all associated entities
• Manage all organisational bank accounts and liaise with our bankers as appropriate
• Ensure that all finance policies are reviewed and updated periodically in line with statutory amendments and other regulatory changes, as required.
• Ensure operation of payroll for all staff in India and full compliance with India tax legislation, and provident fund legislation
• Ensure any internal and/or external audit are carried out as required by corporate processes.
• Safeguard organisational assets, including the maintenance of the Fixed Asset register
• Ensure financial compliance in procurement and vendors/ consultant contracts in line with BBC Media Action financial processes and donor requirements.
• Ensure that payments to vendors are made in a timely manner.
• Ensure that records of all Finance-related legal documentation are securely filed and maintained with electronic copies saved in a central location.

Donor Compliance
• Ensure compliance with all financial reporting and forecasting requirements of donors.
• Overseeing all contracts on financial and compliance matters with in-country donor organisations
• Ensuring all project audits occur in a timely manner and are successfully concluded.
• Responsible for timely and accurate donor reporting as per the donor contracts

Compliance
• Ensuring all the BBC Media Action (India) entities are fully compliant with all aspects of Indian laws and statutory regulations and reporting standards.
• Ensures timely reporting, filing and submissions to statutory authorities governing the Indian entities such as RBI, ROC, GST, Provident Fund etc.
• Dealing with statutory auditors and finalization of accounts for entities operating within India
• Managing finalization of statutory audit, tax audit, transfer pricing audit, and GST audit for different entities of India
• Ensuring proper accounting of taxes, timely deposit of taxes due and filing of tax returns

Line management and Capacity Building
• Line-manage the Finance Officer, providing guidance, support, and oversight for finance operations
• Train and support staff on financial policies, compliance requirements and best practices.

Safeguarding
• Report any Safeguarding concerns immediately, either to the Country Director, or using the Whistleblowing Policy.
• Ensure adherence to BBC policies and guidelines on ethics and compliance, including relevant statutory and regulatory requirements.
• The person may, from time to time, be required to take on such other duties and responsibilities as may be assigned by the Country Director, BBC Media Action.


Required & Preferred Qualifications


Skill

• understanding and knowledge of statutory processes and compliance laws in Indian regulatory framework
• Knowledge of transfer pricing and familiarity with international taxation will get preference
• Excellent financial management skills, with experience of providing clear financial information and analysis to management.
• Experience and proven track record of developing and managing budgets and the commitment to achieving the most efficient and cost-effective use of resources.
• Strong organisational skills with the ability to work independently and within a team environment.
• Ability to present detailed and complex financial information in a clear, concise and readily understandable way.
• Excellent written and verbal communication skills.
• Line management experience.
• High interpersonal and communication skills with ability to communicate effectively with others, keeping them informed on progress and to clarify finance requirements.
• Able to work well independently, take initiative and require minimal direction.
• Good knowledge about government regulations and policies.

Experience

Qualified chartered accountant with substantive years’ experience in Finance and a minimum 5 years of independently handling activities leading to finalization of annual accounts. Past experience of working in the development sector Experience of working with international donors and a working knowledge of donor compliance
