Overview of the Role


This role leads end-to-end knowledge management, capacity development, and impact evaluation initiatives. It involves designing and operationalizing knowledge systems, competency-based curricula, and blended learning programs while ensuring quality assurance and institutional integration. The position oversees multidisciplinary teams, conducts training needs assessments, analyzes organizational competency gaps, and develops strategic capacity-building roadmaps. It also manages stakeholder engagement, reporting, and validation processes to ensure evidence-based, sustainable learning and governance outcomes.

Job Description


Knowledge Management Expert
• Lead overall project planning, implementation, and quality assurance of deliverables.
• Develop and operationalize a Knowledge Management (KM) strategy for capacity development.
• Design SOPs, toolkits, templates, repositories, and institutional knowledge systems.
• Supervise and coordinate a multidisciplinary team (10+ members).
• Ensure integration of KM systems into training and governance processes.
• Facilitate stakeholder consultations and validation workshops.
• Prepare progress reports and serve as the primary liaison with client counterparts.

Senior Data Analyst
• Design competency-based curricula and blended learning programs.
• Develop instructional materials, facilitator guides, and participant manuals.
• Create and adapt e-learning modules compatible with LMS platforms.
• Develop localized content in English and relevant local languages.
• Apply adult learning principles and public sector contextualization.
• Develop assessments, evaluation tools, and learning outcome frameworks.
• Support pilot testing, feedback integration, and content refinement.

Impact Evaluation Specialist
• Design and implement Training Needs Assessment (TNA) frameworks and tools.
• Conduct surveys, interviews, focus group discussions, and stakeholder consultations.
• Analyze competency gaps at organizational, functional, and individual levels.
• Map existing training provisions against identified capacity gaps.
• Prepare detailed TNA reports with prioritized recommendations.
• Develop a multi-year training and capacity development roadmap.
• Facilitate validation workshops and align findings with curriculum development.


Required & Preferred Qualifications


Skill

• Professional fluency in oral and written English and Assamese.
• Willing to travel across different geographies.
• Strong proficiency in both quantitative and qualitative research methods.
• Professional fluency in spoken and written English; proficiency in Assamese is desirable.
• Working knowledge of MS Office and statistical software such as STATA or other data analysis tools.
• Ability to analyze, manage, and interpret research data effectively.
• Willingness to travel across different geographies as required.

Education

Post graduation in development studies, or related discipline.

Experience

15 years of experience with at least 8 years of specific experience in developing knowledge management strategies, leading teams of more than 10 members in at least two projects and 3 years of experience in working in the Northeastern Region of India 8 years of experience with at least 4 years of specific experience in instructional design, content development and should include two projects involving local language content development
