Overview of the Role


FHI 360 is seeking applications from qualified and experienced candidates to fill two positions of Technical Specialist-HIV in Maharashtra to be located at Pune (for Pune and Ahmednagar districts) and Satara (for Satara, Sangli, Kolhapur and Solapur districts) respectively. The Technical Specialist-HIV will work under the guidance of the State Manager-Maharashtra. The incumbent will provide technical and managerial oversight and leadership to the project team to steer efficient, timely and effective project implementation in the PEPFAR supported districts assigned under them, and will work closely with other PEPFAR, Global Fund partners and Maharashtra State AIDS Control Society (MSACS) funded partner organizations supporting the NACP priorities and response to fast track achievement of 95:95:95 in Maharashtra state.

Job Description


• Provide technical assistance to improve HIV case finding through different innovative strategies at facilities and community level to accelerate the achievement of the 1st 95 goal in the assigned district/s.
• Provide technical assistance to implement data driven strategies in improving treatment outcomes, viral load suppression by demonstrating innovative / digital health solutions.
• Work closely with relevant District AIDS Prevention & Control Units (DAPCU) in the assigned districts for the implementation of approved activities and targets for the priority districts
• Take lead in the orientation of the community and facility-based staff in the technical assistance areas to facilitate improved HIV testing and treatment outcomes.
• Take lead in the orientation, technical training/s, and mentoring of EpiC supported field staff involved in interventions supported under the EpiC project, to facilitate improved HIV testing and treatment outcomes with a focus on collaborative, quality, patient-centric care.
• Provide technical and mentoring support to strengthen capacity of various cadres of staff working in service facilities under MSACS as and when requested; and ensure timely submission of capacity building / training reports in the prescribed formats.
• Provide technical assistance for improving three 95s among People Living with HIV (PLHIV) clients currently being served by private providers and Public Private Providers (PPP) medical college. Ensure timely reporting to MSACS and encourage bi-directional referrals specially for mental health, TB and co-morbidities.
• Prepare monthly activity/supervisory visit plans and ensure regular supervisory visits are made to the assigned districts. Review meeting minutes and action taken reports of the field staff and organize regular de-brief meetings with DAPCU, SACS and the EpiC India central team.
• Provide technical assistance to improve uptake and linkages for non-communicable disease (NCD) & other co-morbidities both in facility and community settings in line with NACP under MSACS.
• Routinely review the program data for a cluster of districts on 95:95:99, interpret gaps based on the data, and guide improvement in testing and treatment outcomes with a patient centric approach.
• Participate in district level review/coordination meetings and represent FHI 360 /EpiC India project in important meetings.
• Carry-out coordination meetings with various district level partners and stakeholders to minimize duplication of efforts among partners.
• Participate and engage in any other activities as per requirements of the project.


Required & Preferred Qualifications


Skill

• In-depth technical knowledge and experience of the National AIDS Control Program (NACP) and role of NACO, SACS, DAPCU, facilities, GFATM partners in Maharashtra.
• Demonstrated experience in implementation and management of index testing, treatment, viral load testing and NCD related program among PLHIV.
• Prior experience of supporting and mentoring a team of professionals from diverse backgrounds and supervisory experience is mandatory.
• Highly proficient with MS Project, and the Microsoft suite of programs (Word, Excel, PowerPoint, Power BI, Outlook, Visio).
• Preferably excellent oral and written communication skills in English, Marathi and Hindi.
• Demonstrated analytical and problem-solving skills.
• Ability to motivate, influence and work well with others.

Education

MBBS with experience in HIV care and treatment is preferred.

Experience

• Minimum of 8 years of experience in managing large scale public health and/or HIV/AIDS program at the district level in Maharashtra and/or National Level • Well versed on current India’s national HIV/AIDS program and the gaps and challenges in meeting the 95:95:95 goals in the PEPFAR supported districts of Maharashtra.
