Overview of the Role
Breakthrough is seeking a programme professional for the role of Assistant Manager – Programme Implementation (RNP Project). This position will lead and oversee implementation of an intensive community-based intervention across four states and 118 villages, working closely with adolescents, youth (especially boys and young men), parents, and wider community stakeholders. The role is rooted in deep field engagement and requires strong experience in working with men and boys on gender equality, positive masculinity, and prevention of violence. The Assistant Manager will be responsible for ensuring that the programme achieves the behavioural and social change outcomes committed to donors, while mentoring field teams and maintaining implementation quality.
Job Description
Programme Implementation & Quality Oversight:
• Lead implementation of the RNP project across 4 states and 118 villages, ensuring alignment with programme objectives and donor commitments
• Ensure high-quality delivery of community-based interventions with adolescents, youth, parents, and community stakeholders
• Strengthen processes that enable participants to critically question harmful gender norms, reduce discrimination, and prevent violence
• Ensure fidelity to Breakthrough’s approaches, including sustained engagement with boys and young men on positive masculinity and behaviour change.
Team Management, Mentoring & Capacity Building:
• Provide ongoing mentoring, guidance, and performance support to 17 team members across states
• Build the capacity of Coordinators and field staff to work confidently with boys, men, adolescents, parents, and community groups
• Support teams to address resistance, backlash, and social barriers during implementation
• Conduct regular field visits, reviews, and learning sessions with teams.
Community & Stakeholder Engagement:
• Guide teams in forming and sustaining adolescent, youth, and men’s groups for structured engagement
• Support dialogue and engagement with parents, community leaders, PRI members, frontline workers, teachers, and local influencers
• Strengthen partnerships with government departments and local institutions to support programme outcomes
• Ensure community mobilisation efforts lead to collective ownership and action.
Monitoring, Learning & Documentation:
• Track programme progress against defined indicators and behavioural outcomes
• Review MIS data, session plans, reports, and change stories on a regular basis
• Support teams in documenting qualitative change, learning, and field insights
• Use monitoring findings to strengthen implementation strategies.
Budget & Resource Management:
• Oversee project implementation plan (PIP) and budgets across all four states
• Coordinate with finance teams to ensure timely expense tracking and reporting
• Ensure efficient use and management of IEC materials and programme resources.
Reporting & Coordination:
• Consolidate monthly, quarterly, and annual reports from state teams
• Act as a key coordination link between state teams, Delhi head office, and internal support functions (M&E, Training & Curriculum, RM, Communications, Finance etc)
• Support donor reviews, audits, and programme reporting requirements.
Travel & Field Engagement:
• Undertake regular travel to all project states to monitor quality and mentor teams
• Maintain strong understanding of ground realities and community dynamics.
Required & Preferred Qualifications
Skill
• Demonstrated experience working with boys and men on gender equality, positive masculinity, or violence prevention;
• Strong experience working with adolescents, youth, parents, and community stakeholders;
• Proven ability to manage multi-location or multi-state programmes and teams;
• Ability to mentor teams working in complex community settings
• Experience handling resistance and social barriers during behaviour change work;
• Strong documentation, reporting, and MIS skills;
• Clear communication in Hindi and/or English;
• Willingness to travel extensively and remain field-connected.
Education
Bachelor’s/Master’s degree in Social Work, Gender Studies, Development Studies, or a related field;
Experience
5 – 7 years of experience in community-based social sector programmes;
