About National Institute of Rural Development and Panchayati Raj (NIRDPR)
National Institute of Rural Development and Panchayati Raj (NIRDPR), an autonomous organisation under the Ministry of Rural Development, is a premier national centre of excellence in rural development and panchayati raj. The Institute build capacities of rural development functionaries, academicians, young students, community-based organisations, elected representatives, financial institutions, and other stakeholders through inter-related activities of training, research & consultancy, academic programmes, technology transfer, etc. 𝐀𝐜𝐚𝐝𝐞𝐦𝐢𝐜 𝐏𝐫𝐨𝐠𝐫𝐚𝐦𝐦𝐞𝐬: NIRDPR runs two full-time residential diploma programmes and four distance post graduate diploma programmes with an aim to create a committed and competent cadre of rural development professionals in the country and to address key policy and management issues in rural development. NIRDPR offers a one-year Post Graduate Diploma in Rural Development Management (PGDRDM). 𝙏𝙝𝙚 𝙄𝙣𝙨𝙩𝙞𝙩𝙪𝙩𝙚 𝙤𝙛𝙛𝙚𝙧𝙨 𝘼𝙄𝘾𝙏𝙀 𝙖𝙥𝙥𝙧𝙤𝙫𝙚𝙙 𝙩𝙬𝙤-𝙮𝙚𝙖𝙧 𝙛𝙪𝙡𝙡-𝙩𝙞𝙢𝙚 𝙋𝙤𝙨𝙩 𝙂𝙧𝙖𝙙𝙪𝙖𝙩𝙚 𝘿𝙞𝙥𝙡𝙤𝙢𝙖 𝙞𝙣 𝙈𝙖𝙣𝙖𝙜𝙚𝙢𝙚𝙣𝙩-𝙍𝙪𝙧𝙖𝙡 𝙈𝙖𝙣𝙖𝙜𝙚𝙢𝙚𝙣𝙩 (𝙋𝙂𝘿𝙈-𝙍𝙈) 𝙥𝙧𝙤𝙜𝙧𝙖𝙢𝙢𝙚 in addition to much sought after one-year PGDRDM programme. Overview of the Role
Provide on-ground coordination and technical support for capacity building and training (CB&T) under RGSA by working closely with SIRDs/SPRCs and district stakeholders to implement action plans and strengthen Panchayats. Deliver handholding support across assigned districts, develop and disseminate training materials, facilitate thematic planning (GPDP/BPDP/DPDP), support PAI implementation, and promote convergence with line departments. Conduct impact assessments, document best practices, ensure regular data reporting, and contribute to national initiatives through extensive field engagement and stakeholder collaboration.
Job Description
• To coordinate with and provide support to SIRDs/SPRCs, ETCs, DPRCs, PTCs etc., in carrying out their assigned tasks including Training Needs Assessment, preparation and implementation of Action Plans for CB&T under RGSA in a qualitative manner
• To coordinate with the Senior capacity building consultant and work towards achieving the goals of SoEPR
• To coordinate with District Panchayat President and District Magistrate/CEO of District Panchayat, offices of the line departments,
• Corporates and NGOs working in the State/UT/Districts
• To disseminate the knowledge developed by the SoEPR among
Panchayats for strengthening them as institutions of self-government and to promote holistic and sustainable development
• To provide support to SIRDs in developing Training Materials for CB&T of different tiers of Panchayats as per local needs
• To visit their assigned districts (4-6, depending on the size of the districts) in a given State/UT on a regular basis and to provide handholding support to training institutions for effective CB&T
• To work as Resource Persons in the above-mentioned Training Institutions on important issues to bridge critical gaps
• To provide support to Panchayat Standing Committees in their effective functioning
• To provide handholding support to Panchayats in preparation of LSDG-focused Thematic GPDP, BPDP & DPDP and make efforts for achieving convergence of initiatives of line departments with those of Panchayats and integration of VPRPs into GPDP
• To provide handholding support to States/UTs/Panchayats for application of Panchayat Advancement Index (PAI)
• To conduct impact assessment of CB&T Programmes for Panchayats.
• To provide support to Panchayats for raising OSR and effective utilization of Finance Commission grants and other resources for effective implementation of Plans and service delivery
• Preparation of case studies and documentation good practices pertaining to functioning of Panchayats and other development
Interventions, Assessment/analysis of GPDPs, BPDPs & DPDPs of their respective districts
• To provide field-based information to the SoEPR and States/UTs
• To contribute to various NIRDPR and MoPR initiatives
• To ensure availability of various data of the respective districts
• To provide support to Panchayat Standing Committees in areas of work related to the SoEPR
• To undertake extensive travels in remote areas of the State/UT
• To report the work done on a fortnightly basis on the SoEPR Dashboard, and on a monthly basis to the SIRD/SPRC/CTI, and to submit a satisfactory performance report from the Head of the SIRD/SPRC/CTI in which you are placed.
• To work for prolonged hours as needed to achieve targets of the SoEPR
• To discharge such other responsibilities as may be assigned by the competent authority
Required & Preferred Qualifications
Skill
• Knowledge about Panchayati Raj system including structure, functions, roles & responsibilities and issues related to strengthening of Panchayats as institutions of self-government
• Knowledge about Capacity Building & Training on all or most aspects of Panchayats and Rural Development
• Knowledge about flagship programmes/schemes for Rural Development, development of women & children and backward sections in the rural areas
• Knowledge about Decentralised Planning, Localization of SDGs and LSDG-focused Theme-based GPDP, BPDP & DPDP
• Leadership qualities and motivational skills
• Mentoring and monitoring skills
• Soft skills including proficiency in MS Office, presentation skills and skills in use of e-GramSwaraj Portal
• Proficiency in writing and speaking English and speaking Hindi
Education
Master’s degree in any discipline from any recognized university
Experience
At least seven years’ first-hand combined experience of having worked at District/State/National level on issues related to Panchayat Governance, implementation of Rural Development programmes, Decentralised Planning, Capacity Building & Training of Panchayats on all or most aspects of Panchayats & Rural Development including development of women & children and backward sections in rural areas
