Overview of the Role
The Senior Program Manager will play a central role in conceptualizing, expanding, and leading LLF’s national work on mid-tier system leadership. The role requires strong strategic direction as well as hands-on implementation capabilities. The person will: Drive LLF’s national agenda on mid-tier strengthening across states Lead multi-strand workstreams (research, partnerships, implementation, policy) Design capacity-building models for Teacher Mentors & mid-tier leaders Represent LLF’s work in national & global forums A deep understanding of academic leadership, mentoring, and systemic reform is essential.
Job Description
1. Strategic Leadership
• Develop a national roadmap for mid-tier strengthening aligned with LLF’s 2030 vision.
• Identify opportunities for partnerships, innovation, and research.
• Conceptualize multi-year, multi-state initiatives integrating capacity building and systems reform.
2. Program & Research Leadership
• Oversee research and diagnostic studies on mid-tier leadership.
• Design and lead implementation pilots across states.
• Supervise research on Teacher Mentors’ observation, feedback, and development practices.
• Ensure coherence across LLF’s Research, CPD, and State Program teams.
3. Capacity Building & Innovation
• Create differentiated capacity-building frameworks for mid-tier leaders.
• Integrate digital microlearning, peer-learning models, and behavioral nudges.
• Develop leadership toolkits, mentoring protocols, and training frameworks.
• Document innovations and models for replication.
4. Stakeholder & Government Engagement
• Represent LLF in discussions with government officials, donors, and partners.
• Collaborate with SCERTs, DIETs, SPMUs to embed leadership frameworks.
• Support states in aligning mid-tier work with FLN priorities and teacher development.
• Contribute to policy advocacy on standards and CPD frameworks.
5. Knowledge, Advocacy & Representation
• Document learnings through research reports, briefs, and case studies.
• Present LLF’s work at national/international forums.
• Contribute to publications and practitioner networks.
6. Team & Resource Management
• Manage and mentor a small, growing team.
• Oversee budgets, timelines, and multi-state work plans.
• Ensure compliance with donor and organizational requirements.

Education
Master’s degree in Education, Public Policy, Management, or related fields.
Experience
• 8–10 years in education reform, leadership development, or system strengthening. • Experience in public education systems (state/district levels preferred). • Experience in teacher mentoring, academic coordination structures is a strong advantage. • Experience presenting work at national/international platforms desirable.
