Overview of the Role
The role involves supporting the implementation and monitoring of hypertension and diabetes interventions under NP-NCD across division and district levels. This includes coordinating with government stakeholders, conducting facility assessments, strengthening supply chains, producing analytical and program documents, and ensuring regular review of key indicators. The position requires extensive field visits, technical assistance, problem-solving support, and documentation of best practices to enhance NCD service delivery.
Job Description
• Work with division/district counterparts to implement the proven interventions for strengthening Hypertension and Diabetes components of NP-NCD.
• Implementation and monitoring of all program related activities to ensure necessary technical input and coordination to achieve desired results.
• Establish periodic review mechanisms at division, district and block levels to ensure that the key performance indicators of NCD program are reviewed at each level with special focus on control of NCDs.
• Coordinate and collaborate with government officials and other stakeholders for planning and implementation of project related activities in the intervention districts.
• Develop and produce documents like situation analysis reports, assessment reports, gap analysis plans, procurement plans etc. as per the program need and local context.
• Undertake process documentation of lessons learnt during the program implementation and best practices emerging at the division/district level.
• Work closely with the supervisor on setting program priorities, directions, and responding to requests for technical support from state health officials.
• Represent Jhpiego at division/district meetings involving government and other development partners.
• Support in identification of key primary healthcare challenges in assigned division/district and co-designing innovative solutions for addressing those challenges.
• Support the roll out of demonstration models for strengthening Hypertension and Diabetes in AAM platform.
• Perform other activities, as assigned by the supervisor to achieve the project and organizational goals.
• Liaison with division/district NCD team on daily basis.
• Assessment of public health facilities to understand readiness and identify gaps in service delivery for Hypertension / Diabetes and define potential interventions to strengthen delivery of care / services.
• Strengthening supply-chain of essential commodities including glucometer, glucose strips, insulin, and other drugs and commodities as required.
• Travel extensively within the division to visit public health facilities or program sites to assess and monitor progress, extend support in addressing limitations / challenges to program implementation, identify key risks and mitigation mechanisms, and identify interventions to strengthen delivery of care for Hypertension / Diabetes.
• Support program reporting requirements through facilitating periodic reporting on status, progress across key indicators, and program deliverables.
• Other activities, as required, for successful operational roll-out and implementation of NP-NCD program.
Required & Preferred Qualifications
Skill
• Strong written and oral communication skills in English and Hindi.
• Direct experience of independently liaising with government health functionaries, state level administrators and other development partners.
• Proficiency in writing technical and programmatic documents such as assessment reports, training materials, program reports etc.
• Technically proficient with up-to-date knowledge and skills required for the assigned task.
• Ability to handle a variety of assignments under pressure of deadlines.
• Microsoft Office computer skills, proficiency in Word, Excel and PowerPoint
• Ability to travel up to 60% of his/her time
Education
MBBS/ BDS/ BAMS/ BHMS is preferred with an essential master’s in public health (MPH), diploma in public health (DPH) or post-graduation in health management
Experience
• At least 5 to 8 years of experience of working with government programs and systems for large scale public health programs, especially health systems strengthening interventions • Technical knowledge and experience in health programs in the high focus states of India • Knowledge of latest GoI NP-NCD and CPHC program guidelines, program management structures, Program Implementation plan (PIP) process. • Familiarity with the Indian health system, key stakeholders, and relevant government policies / strategies—particularly Ayushman Bharat and National Health Mission • Demonstrable experience and competency in managing diverse objectives with government and multiple stakeholders.
