Overview of the Role


The Project officer (PO) under the guidance of the Project Manager will be responsible for facilitating project planning and its implementation on the ground. S/he will be based at the allotted project site and will work closely in coordination with the local NTEP officials.

Job Description


1) Program Planning and Management:
a) The PO will support the project team on a regular basis and prepare micro activity plans to overcome programmatic challenges related to notification and Tuberculosis Preventive Treatment to achieve expected outcome in defined geographical area.
b) PO will develop field level strategies to complete and processes in alignment with overall project activities related to Notification and TPT in coordination with NTEP staff like enrolments, consenting, education, blood collections, arranging CXRs, linkages for TPT & TB treatment for participants for ensure smooth implementation of project activities at the priority sites (viz. for Bengaluru- TI groups, Delhi- slums and Gangtok- congregation in monastery)
c) Mapping of health facilities with high burden of TB and preparing detail planning for contact tracing in coordination with field staff and NTEP staff in assigned project area.
d) PO will be responsible for field staff for daily routine activities related to project objective and need to keep track on progress record of project activities according to time line under the supervision of program manager.
e) Induction training to field staff related to ICF and TPT as per NTEP
programmatic guideline to roll out project activities
f) PO need to discuss and provide daily activity plan to Program manager and also updated information about field staff activities and progress report.
g) Provide techno-managerial support to the team in various technical and management aspects of the project
h) Participate and contribute to development of internal reporting systems, prepare detailed implementation plans, monthly / quarterly / annual work plan, narrative reports and financial reports, and assist in annual budgeting exercises as required for the project and support program manager in these activities.
i) Support in preparing and documenting project activities and represent project work with project team to the stakeholder meetings.
j) PO will work closely with M & E throughout the project duration for better understanding of project and program progress to overcome gap area due to numerous undefined field challenges.
k) Provide necessary support to the Project Manager in project activities to achieve the expected deliverables

2) Capacity Development:

a) Conduct training and capacity building activities for health workers and other field staff on Intensify Case finding and Tuberculosis Preventive Treatment in coordination with NTEP staff wherever technical support needed.
b) Provide technical support and guidance to health workers on free diagnostic, treatment, socials support service delivery and data management
c) Conduct regular field visits to health facilities and communities to assess the quality of TPT services in assigned project area.The PO will be responsible for supporting the project team and other stakeholder where required in coordination NTEP staff to enhance their knowledge and information LTBI, screening tools, availabilities of testing facilities ,referral mechanism and available treatment option in that defined geographical area as per NTEP programmatic guideline.
d) Preparation of training material, modules, IEC materials and other communication tools as required per project needs.
e) PO will guide the project team to develop and build their capacities in advocacy, communication and social mobilization related to Tuberculosis Preventive treatment awareness activities, counselling, screening, assessment for eligibility criteria, referrals from the field, counselling, diagnosis and quality management and challenging issues of TB & LTBI in the field.
f) PO will also guide the field staff about collaborative activities with other national program to accelerate intensify case findings. (TB-HIV,TB-DM , TB- RKSK/RBSK etc)

3) Program monitoring and feedback:

a) The PO shall conduct routine supervisory visits to monitor the project staff and give technical support to them whenever required.
b) The PO will be responsible to conduct/attend routine meetings with project staff and update the SHARE INDIA senior management, CDC on the status of project implementation periodically.
c) Participate in the meetings with the CDC & SHARE INDIA team and implement the suggestions of the team and assist them in facilitating their visits to the project sites.
d) Ensure submission of periodical reports (programmatic and financial) as per organization requirements and donor specifications.
e) Ensure confidentiality and security of the program data and information.

4) Representation and Advocacy:

a) The PO shall be responsible for effective coordination with the Project Manager, NTEP officials and other stake holders for bringing collaboration and synergy to the program.
b) The PO shall be responsible to explore both area for TPT services in public and private health facilities through PPSA mechanism for effective implementation.
c) Engage with key govt/ institutional stakeholders at the state level across government bodies, building relationships with key opinion leaders, stakeholders, and institutional-level officials.
d) Engage with community TB champions or TB survivors, community leaders to build rapport related to project activities.
e) Interact and build relationships with senior officials, liaise with representatives of the medical fraternity, establish linkages with potential partner centers, etc., to enhance the effectiveness of the project.

5) Documentation and reporting:

a) Responsible for maintaining proper documentation related to project activities and time to time verification of data provided by field staff to align with project progress and also as per programmatic guideline.
b) Be responsible to get the good practices, success stories documented and ensuring regular reporting by the facilities and provide periodical reports to the SHARE INDIA, CDC & local NTEP authorities.
c) Responsible for preparing monthly report and any project report if asked by program manager and government officials.
d) Responsible for arranging internal and external meetings with various stakeholders, government officials and preparing minutes under supervision of program managers.
e) Supporting program manager while preparing and finalizing financial budget for vendors related to any project activities like IEC materials, support for diagnostics test (IGRA testing, AI based CXR and if any).


Required & Preferred Qualifications


Education

Ph.D./BAMS/BHMS/BDS/ with MPH/MHA OR BSW/MSW in social work with more than 8 years’ experience of working in public health programs. b) Knowledge of advanced Excel, data visualization, and geographical mapping tools
