Manage GIS and data management related operations in the Emergency Management Department.

Job Description


"1. GIS and Data Management Oversight: Provide strategic leadership and oversight for GIS and Data Management activities across emergency management projects, ensuring alignment with organizational objectives and industry best practices.
2. Hazard and Risk Assessment: Lead the development and implementation of Hazard, Vulnerability, and Risk Assessments (HVRAs) using GIS and advanced data analysis techniques, informing the creation of comprehensive disaster management plans.
3. GIS Framework Development: Design and implement a robust and scalable GIS and Data Management framework to support informed decision-making during emergencies and disasters, ensuring seamless data collection, validation, and analysis.
4. Data Management and Quality Assurance: Oversee the collection, validation, and compilation of accurate data for GIS databases, employing surveying techniques, mapping research, and analytical skills. Ensure data quality and integrity, adhering to organizational standards and industry best practices.
5. Technology and System Development: Design and customize spatial and non-spatial data infrastructure using a range of platforms and tools, including SQL Server, Ms Access, Visual Studio, Android mobile platforms, ArcGIS Desktop, ArcGIS Server, ArcSDE, and Manifold GIS.
6. Early Warning Systems and Alerts: Identify and recommend technology-based early warning systems and automated alerts based on data insights, enhancing emergency response and disaster relief operations.
7. Reporting and Communication: Prepare and present regular status reports, highlighting GIS-related issues and providing actionable recommendations to stakeholders.
8. Methodology Development and Implementation: Develop and implement methodologies for data collection, validation, and analysis, adhering to industry best practices and organizational standards.
9. Data Analysis and Visualization: Conduct in-depth programmatic and manual analysis, creating insightful reports and thematic maps based on GIS data. Utilize GIS software to generate customized maps and interpret graphic and numeric data for decision-making purposes.
10. Emergency Response and Support: Provide expertise and assistance during emergency response and disaster relief operations, ensuring the effective utilization of GIS resources and supporting informed decision-making.
11. Data Integration and Conversion: Perform data conversion, import, and export functions efficiently, ensuring seamless data transfer within the GIS system.

Required & Preferred Qualifications


Skill

"SPECIFICATIONS (MINIMUM REQUIREMENTS) Education: MSc in Geoinformatics, bachelor’s degree in information technology, Specialised certification in Disaster Management Special Skills: Thorough knowledge of ArcMAP 10.6 and SQL Server 2014 is a must. Knowledge of QGIS 2.14 would be an additional advantage. Experience: Atleast 7 years of experience in GIS and Data Management. Skills: 1. Capacity building skill (Knowledge of designing & implementing trainings). 2. Interpersonal Skills 3. Co-ordination Skills. 4. Planning and Problem-solving Skills. 5. Language Skills (proficient in English, Hindi)."
