Overview of the Role
The Manager – Budget and Award will be responsible to manage all domestic and international awards, agreements and work orders (hereafter referred as agreement(s)) for JSIPL originating from different clients. The incumbent would be responsible for end to end financial and compliance management of all the awards, agreements and work orders starting form reviewing the work orders, scope and budgets to final execution and seeing through the awards, agreements and work orders to their logical conclusion financially and in a compliant fashion.
Job Description
Proposal Development:
• This position will be responsible for development of the financial proposals and financial narratives for all new business development initiates in line with the Company’s policies and ensure adequate cost coverage and margins.
Awards, Agreements and Workorders:
• This position will ensure that the Company has fully executed documents before initiating the deliveries on the projects. That the referred agreements are drawn as per the policies of the Company and include all costs essential to execute the programs. Additionally, the position will ensure that the documents are compliant to applicable laws with respect to GST, Export of Service regulations, direct taxes, international transfer pricing provisions, domestic transfer pricing mechanism and other applicable laws and regulations like the RBI notifications on earning, repatriation and expenses of foreign exchange.
Cash Flow Management:
• This position will ensure that adequate cash flows from the agreements are maintained, and the Company is not out of pocket on any of the projects. Support Tracking of project / contract milestones and monitoring of utilization and burn rates. Effective management and accounting of relevant indirect costs for the
projects/contracts as applicable.
• Recording:
This position will be responsible for setting up the accurate awards/contracts cost allocation mechanism. Ensuring accurate accounting of the relevant transactions, utilization expenses against relevant charging codes
& approved budget heads in line with prescribed donor / partner guidelines by way of review and approvals of PR and relevant utilization expenses. Further, this position will ensure that the expenses are recorded as per the budget of the Donor in the accounting system.
Reporting:
• This position will be responsible for providing timely management reports, exception reports, donor reports, statutory reports as per the terms of the agreement and policies of the Company. Must have good working knowledge of local laws like GST, FCRA, Income Tax etc. This includes monthly accounts closure and invoicing to clients.
Audit, Certification and Review:
• Manage the audit of the projects as per the terms of the agreements. Work closely with internal and external auditors and ensure zero disallowances on all projects.
Project Closure:
• This position will be responsible for smooth project closure as per the terms of the agreement ensuring zero cost spill over the Company and addressing all financial and compliance liabilities. Provide financial closure
reports as per the terms of the agreement.
Partner Selection and Due diligence:
• This position will be responsible for participating in the partner selection and carrying out due diligence as per the policies of the Company.
Required & Preferred Qualifications
Skill
- Past experience & expertise in Donor award regulations like USAID, BMGF, Global Fund etc.
- Excellent analytical skills.
- Record management.
- Excellency negotiation and communication skills.
- Expert level knowledge in Excel and an eye for detail.
- Compliance oriented.
Education
Minimum- Post graduation in Commerce.
Experience
- 8-10 years of experience in award management in the development sector. - Demonstrated knowledge and experience or financial accounting, corporate compliances, statutory requirements, audit, and tax laws. - Relevant computer skills related to the job profile, including Tally, MS Office. Knowledge and experience of other ERP software will be an advantage - Excellent organizational, coordinating and mentoring skills. - Ability to lead, motivate and empower the teams. - Excellent interpersonal relations. - Proficiency in spoken and written English.
