Overview of the Role


The Technical Manager is responsible for the end-to-end execution and technical quality of Global Health Security (GHS) sub-awards. This hands-on role drives the technical direction for thematic areas like Surveillance, Zoonotic Diseases, and Emergency Response, but is not limited to these areas. The Manager provides direct technical coaching to grantees, conducts field monitoring, and ensures all activities are dynamically aligned with the evolving GHS landscape and critical national and USG policies.

Job Description


• The Technical Manager will drive the development and execution of sub-award mechanisms and provide direct technical support across all Global Health Security (GHS) thematic areas under the project.
• Design and draft all technical components for sub-award instruments, including concept notes, detailed activity plans, focusing on GHS thematic areas such as Surveillance, Zoonotic Diseases, One Health, and Emergency Threat Response etc.
• Facilitate technical discussions with potential and selected grantees to clarify project expectations, finalize activity plans, and ensure budgets align with defined technical scopes.
• Ensure grantee activities align strictly with current national policy guidance and the evolving technical priorities of the National Centre for Disease Control (NCDC) and other key government stakeholders.
• Collaborate closely with the Grants team to execute the sub-award solicitation, selection, and initial start-up processes, ensuring technical alignment with programmatic goals.
• Provide hands-on, day-to-day technical assistance and coaching to GHS grantees, focusing on the quality and fidelity of activity implementation on the ground.
• Support grantees in implementing robust monitoring systems to track key technical indicators related to project activities.
• Systematically monitor and track all grantee milestones and deliverables against approved technical work plans, immediately flagging and documenting implementation issues for the Technical Lead and Grants staff.
• Develop all necessary technical content, detailed data points, case studies, and initial draft narratives for quarterly reports, annual workplans, presentations, and other external project documentation.
• Prepare detailed technical briefing documents and background materials for the Technical Lead prior to high-level strategic meetings with the Department of State (DOS) and key government agencies.


Required & Preferred Qualifications


Skill

• Technical Expertise: Deep knowledge of global health security frameworks like the International Health Regulations (IHR) and relevant national policies.
• Project Management: Proven ability to manage complex public health projects, including planning, implementation, grant making, and monitoring.
• Communication: Excellent communication and interpersonal skills, with the ability to effectively engage with diverse stakeholders, from technical experts to high-level government officials.
• Leadership: Demonstrated leadership abilities with experience in leading and mentoring teams.
• Problem-Solving: Strong analytical and problem-solving skills to address technical and operational challenges effectively.

Education

• A medical degree (MD/MBBS) is desirable. • A Master’s degree in Public Health, Epidemiology, Infectious Disease, or a related

Experience

• A minimum of 7 years of experience working in the public health sector, with a significant focus on disease surveillance, epidemiology, and/or global health security. • Prior experience working with government agencies, particularly in the health sector and Ministry of Health and Family Welfare in India, is essential.
