Overview of the Role
The Technical Manager is responsible for the end-to-end execution and technical quality of TB sub- awards. This hands-on role drives the technical direction for thematic areas like Private Sector Engagement (PSE), TB Preventive Treatment (TPT), and Active Case Finding (ACF), but is not limited to these areas. The Manager provides direct technical support and coaching to grantees, conducts field monitoring to ensure fidelity of service delivery, and ensures all activities strictly align with NTEP policies.
Job Description
• The Technical Manager will drive the execution of sub-award mechanisms and provide direct technical support across all critical TB thematic areas.
• Design and draft all technical components for TB-focused sub-award instruments, including concept note, detailed activity plans, focusing on areas like private sector engagement, TB preventive activities, active case finding or mass screening and any other innovative TB service delivery thematic areas.
• Execute and manage the technical aspects of the sub-award life cycle, collaborating closely with the Grants team on solicitation, selection, and mobilization processes.
• Lead technical clarification meetings with selected grantees to finalize project expectations, ensure activity plans reflect the National TB Elimination Program guidelines, and align budget allocations with approved technical scopes.
• Provide hands-on, daily technical assistance and coaching to TB grantees, focusing on improving the quality and reach of TB services.
• Conduct regular program reviews and field monitoring to assess the technical fidelity of grantee implementation.
• Ensure grantee activities align strictly with the latest NTEP policy guidance and protocols, providing immediate technical feedback on any deviations.
• Identify and document emerging implementation bottlenecks and proposing immediate tactical solutions to the Technical Lead.
• Systematically track and verify all grantee technical milestones and deliverables against approved work plans, immediately flagging and documenting performance gaps to the project leadership.
• Develop all necessary technical content, performance data, success stories, and initial draft narratives for quarterly and annual project reports, focusing on measurable progress in high- priority TB areas.
Required & Preferred Qualifications
Skill
• Deep understanding of the health systems and public health landscape in India, particularly concerning TB issues.
• Demonstrated experience working with government bodies, specifically the MoHFW and its associated divisions like NTEP.
• Proven track record in managing and coordinating complex projects from conceptualization to completion.
• Experience in a donor-funded project environment.
• Excellent communication, negotiation, and interpersonal skills to effectively engage with diverse stakeholders.
• Strong analytical and problem-solving abilities under the public health program.
• Proficiency in project management tools and methodologies, grant making and monitoring.
• Ability to work independently and as part of a team, demonstrating strong leadership qualities
Education
MBBS, BDS, or equivalent with Master's degree in Public Health, Health Administration, Social Sciences, or a related field.
Experience
A minimum of 7 years of professional experience in public health, with a significant focus on project management and implementation within the health sector. Prior experience working with government agencies, particularly in the health sector and Ministry of Health and Family Welfare in India, is essential.
