Overview of the Role
In anticipation of a grant for providing technical support for a new vaccine introduction, JSIPL is looking to hire State Technical Manager (STM) at multiple locations (Jaipur, Srinagar, Dehradun, Shimla, Chandigarh, Lucknow, Patna, Raipur, Bhubaneswar, Guwahati, Bengaluru, Vijayawada, Gandhinagar, Thiruvananthapuram, Ranchi, and Bhopal). Under the direct supervision of the National Programme Managers, the incumbent will provide technomanagerial support to the state/s where the position is placed. The overall responsibility is to develop and oversee an operational plan for the roll out of a new vaccine in the districts and state(s) under their purview. The incumbent will develop and implement a framework for M&E, work closely with the state governments for implementation of the monitoring plan and also build the capacity of government health staff to effectively implement the new vaccine in the field. The STM will be responsible for taking initiative in establishing an effective learning and documentation system within the program. The STM will be required to work closely and coordinate with the State Immunization officer (SEPIO) as well as District Immunization officers (DIO). They will also support the national project team in evidence synthesis for other related immunization activities.
Job Description
Under the leadership of the Project Director and the supervision of the National Program Manager, the
State Technical Manager will perform the following duties:
• Support the state government immunization officials in planning and implementing all project
activities, including implementation oversight, technical support, monitoring, and
coordination.
• Support the state government to timely complete the preparedness assessment activity
before introducing the vaccine.
• Facilitate the capacity building of key health functionaries, including front-line health
workers, and liaise with government counterparts and development partners at the State level.
• Support government in designing the system to monitor the progress in project
implementation.
• Coordinate and facilitate regular involvement of development partners and stakeholders in
the project.
• Support the state government in developing an action plan for vaccine logistics management,
cold chain assessment and gap filling, updating reporting formats and immunization cards.
• Support the state governments to design and implementation of a demand generation
strategy for improving vaccine coverage.
• Support state in upgradation of existing monitoring and supportive supervisory mechanisms.
• Support the state officials in organizing training workshops at different levels.
• Coordinate with and maintain active communication and collaboration with state
officials and update the national team on the progress in different activities.
• Regularly report district-wise progress, challenges and anticipated bottlenecks to the
national team.
• Support the national team to prepare a monthly status update for sharing with the
ministry and donor
• Assist the national team in other activities related to the project
Required & Preferred Qualifications
Skill
• Knowledge of state level public health issues, routine immunization program, M&E, research, and supply chain management will be highly advantageous.
• Strong and proven documentation and organizationalskills.
• Excellent interpersonal relations; ability to network, work in multi-cultural team environment, and work harmoniously with multiple partners.
• Strong written and oral communication with good presentation skills
• Willingness to undertake extensive field travel to project areas for field monitoring and other support.
• Good working knowledge of computer applications, especially MS office. Knowledge of statistical software will be an added advantage.
Education
A Medical degree or a related degree in life sciences/other related disciplines is essential. A post graduate qualification in Public Health/Community Medicine/PSM /other relevant subjects is preferable.
Experience
Minimum 6-8 years of experience of working in the field of Public Health at district/state level with at least preferably 3-4 years of work experience in immunization field at district/state level in an immunization related project."
