About GIZ India


The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a federal enterprise with worldwide operations. We support the German Government in the field of international cooperation for sustainable development. The current thematic areas of GIZ in India are – Energy, Environment, Climate Change and Biodiversity, Sustainable Urban Development and Sustainable Economic Development. The Federal Ministry for Economic Cooperation and Development (BMZ), the Federal Ministry of the Environment, Nature Conservation and Nuclear Safety (BMU), as well as the Federal Ministry for Economic Affairs and Energy (BMWi), are the main commissioning parties of GIZ in India. Other clients include Indian public sector clients, the European Union and foundations. Currently, GIZ has over 330 staff in India, of whom 85 percent are national personnel. The Government of India has launched numerous important initiatives to address the country’s economic, environmental and social challenges, and GIZ is contributing to some of the most significant ones. For example, it supports key initiatives such as Smart Cities, Clean India, and Skill India. GIZ, in close cooperation with Indian partners, devises tailor-made, jointly-developed solutions to meet local needs and achieve sustainable and inclusive development.


Overview of the Role


Responsible for leading the implementation of a labour migration and vocational training programme in India, ensuring alignment with national policies and the organisation’s strategic objectives. The role involves technical design, financial oversight, and knowledge management of the service package, as well as coordination with national staff and German counterparts. It requires building partnerships across government, private sector, civil society, and academia, while maintaining close collaboration with the IGGSP project to promote fair recruitment, skills development, and ethical mobility.

Job Description


• Overall responsibility for the programme’s implementation in India with strong integration into national policies as well as into the organisation’s country portfolio; in particular, responsibility for the technical–conceptual design and implementation of the service package, its correct financial and administrative processing, accountable documentation and general knowledge management.
• Technical lead and focal point for national support staff; focal point for the team in Germany concerning the implementation in India and IGGSP Team in India on skilling.
• Development of transnational partnerships and networks in the field of vocational education and training and labour migration and mobility.
• Close cooperation with partners in government-related institutions, the private sector, civil society incl. diaspora organisations and academia on labour and vocational training migration.
• Professional communication of the activities, internally and externally.
• Very close collaboration with the local TVET project IGGSP in India to jointly promote fair labour migration (fair recruitment, skills development and ethical mobility pathways) and pro-actively identifying and implementing joint strategies, approaches and activities.


Required & Preferred Qualifications


Skill

• Sound expertise in at least one of the following themes: labour migration; international recognition of professional qualifications, vocational education and training, public-private partnerships.
• Long experience in working with stakeholders from government, the private sector and civil society; experience facilitating public–private partnerships is an asset.
• Excellent, proactive professional communication, networking and interpersonal skills; strong diplomatic and negotiation/ counselling skills.
• Very good knowledge of English and Hindi.
• Excellent command of common IT applications (Microsoft 365/Teams); affinity for agile methods and digital collaboration tools, methodological skills.
• Willingness to travel within India and occasionally to Germany.
• Knowledge of German (or another major Indian language) is an asset.

Education

Master’s degree in an area related to the programme’s objectives (e.g. vocational education, social sciences, migration studies, economics, international relations, public policy).

Experience

At least 10 years professional experience in a comparable position, with excellent project and budget management skills.
