Terms of Reference
A. Background and Context

Indonesia is a country rich in natural resources wealth. As the largest economy in Southeast Asia, Indonesia has charted impressive economic growth over the past two decades and made substantial gains in poverty reduction. However, many challenges still exist. Approximately 20 percent of the population remains vulnerable to falling into poverty (many in rural areas) and the natural resources on which the country relies (such as healthy oceans and extensive forests) are at risk of degradation and depletion. In response there is a need for further investments and policies that ensure sustainable management of those assets for income growth and the well-being of coming generations.

The World Bank Group is supporting Indonesia take an integrated approach to the
sustainable management of the country’s natural resources while supporting the country in managing environmental externalities (pollution). The Bank’s Environment Team in Indonesia is currently focused on four priorities:
• Sustainable Landscape Management Program (SLMP) or “Green” agenda.
• Sustainable Oceans Program (ISOP) or “Blue” agenda.
• Pollution Management Program (PMP) or “Brown” agenda.
• Environmental Risk Management.

SLMP focuses on terrestrial landscapes by increasing Indonesia’s ability to harness its lands and forests for rural livelihoods and to protect the natural environment. ISOP focuses on the sustainable and equitable management of Indonesia’s extensive marine and coastal resources for economic development, coastal livelihoods, and ecosystem protection. The PMP focuses on solid waste management, including reduction of plastics going to waterways, air pollution management, and reducing CFCs/HCFCs emissions from the industrial sector. The team’s environmental risk management function supports Bank teams and Government project teams in managing risks within World Bank-financed
projects.

These programs consist of on-ground activities, analytics (research), and technical
assistance. As the Government takes the lead implementing roles for all on-ground
activities under World Bank financing, close engagement with Government is critical.

Similarly, for analytics and technical assistance to be useful, a close and respectful
relationship with the Government and other stakeholders is necessary. Many activities are also closely monitored by civil society organizations, and therefore, outputs/outcomes get media attention.

To ensure the development of deep and productive relationships with key ministries and other stakeholders, the Environment Team is looking to hire a Strategic Engagement Consultant.

B. Overall Duties and Responsibilities

The consultant will be responsible for developing and supporting the team’s engagement with multiple stakeholders, including the Coordinating Ministry of Economic Affairs, the Ministry of Environment and Forestry, the Coordinating Ministry of Maritime Affairs and Investments, and sub-national governments and development partners (NGOs and embassies). The consultant will work closely with a multi-disciplinary technical team (including the SLM MDTF Secretariat, SLMP team, and ENB Communications team) to liaise with counterparts, support project activities, and plan and execute engagement activities.
The consultant will also support the team’s communications activities.

C. Specific Responsibilities


Specific responsibilities include but not limited to:
• Supporting strategic engagement and convening, including creating ecosystem
mapping (stakeholder mapping and issue mapping) and developing engagement
plans.
• Organizing engagement events, including meetings, roundtables, seminars,
workshops, and report launches to deepen World Bank – client/stakeholder
relationships.
• Working with the technical team to determine lessons learned, key takeaways, and human stories from events/projects/outputs, to be processed into accessible
communication products (e.g., fact sheets, informative videos, feature stories, and
blogs).
• Supporting project internal and external reporting obligations, including monitoring and evaluation (e.g., tracking metrics) for impact measurement and learning.
• Support knowledge management within the team.

D. Duration and Duty Station


• This is a part-time position based in Jakarta, Indonesia. The consultant is expected to work in the World Bank office (and occasionally in counterpart government offices) with occasional home-based work possible also.
• The contract type is a Short-Term Consultant (STC) contract for 100 work-days
through June 2025 with the possibility of extension.
• Occasional travel may be required. Travel and related expenses would be covered by the World Bank.
• The consultant will use their own laptop and phone.
• Compensation is determined based on standard World Bank consultant salary scales paid at a daily rate (tax free).

E. Qualifications


• A relevant university degree (masters preferred).
• At least five years of experience in project implementation and engagement roles for government, NGO, or international development projects. Previous World Bank experience would be an advantage but is not essential.
• Good understanding of the working culture of Indonesian Government.
• A background and understanding of environmental and climate issues is preferrable.
• Strong analytical and assessment skills, especially in ecosystem mapping (including stakeholders and power mapping and analysis, as well as opportunity analysis), media monitoring, digital metrics, issue analysis, focus group discussion, and other methods.
• Record of experience in convening activities, engaging with diverse stakeholders,
facilitating meetings, workshops, or brainstorming sessions.
• Record of experience in developing, delivering high-quality, engagement products that reflect the overall objectives of a given program, including but not limited to video storyboarding, feature stories, blogs, boilerplates, and speech.
• Ability to collaborate in a diverse team and at pace on fast-moving projects. Ability to adapt to changing circumstances and requirements, with flexibility and a can-do attitude. Experience in working effectively as part of a multi-disciplinary team and supporting higher level managers.
