About the project

Child/early marriage remains a critical issue affecting millions worldwide, perpetuated by entrenched social and gender norms. India has demonstrated a steep decline in child/early marriage rates from 2005 to 2021 (i.e. From NFHS 3 to NFHS 5). The national average of underage marriages has decreased from 26.8% in NFHS-4 to 23.3% in NFHS-5. However, there are states and some pockets in few states where the problem is still sticky and needs integrated, multi-dimensional intervention.

Assam and Tripura are such states where prevalence of child/early marriage of adolescent girls have increased in last 20 years. Assam has 31.8% prevalence and Tripura shot up to 40.1% of prevalence of child marriage. In Assam, the top 6 districts with more than 30% of prevalence of child marriage of adolescent girls are – Darrang (42.80%), Barpeta (40.10%), Dhubri (50.80%), Goalpra (41.80%), Udalguri (32.0%), Hailakandi (32.9%).

This project is about providing technical support to the state and district government departments to implement different initiatives to address the issue of child marriage in the state.

Key roles & responsibilities

  • Implementation of project activities in Assam and Tripura as per project plan ensuring timeliness and quality.
  • Liaison with Unicef Assam team for smooth implementation of project activities
  • Coordinate with the state officials of Assam and Tripura as required for complete implementation of project activities and benefitting the adolescent girls in these states.
  • Providing technical assistance to state government officials and district & below officials in their functioning towards smooth implementation of action plans to prevent child marriage
  • Support district officials for the implementation of planned activities on time ensuring quality
  • Guide the team to implement the planned activities across the project distircts in both states.
  • Coordinate with all line departments to implement activities to empower adolescents in the state and make the schemes and entitlements reach the adolescents on time without any obstructions.
  • Develop state, district and below level plans for smooth dissemination of relevant social and policy level messaging towards addressing child marriage
  • Training of government officials, SHEW and DHEW staff on various packages and tools
  • Organizing and managing logistics for various events
  • Provide relevant presentation and reading materials for orientation at the state level officials at government and unicef.
  • Time to time reporting and review with supervisor
  • Project management including budget
  • Undertake field monitoring as per plan
  • Maintain daily Management Information System (MIS)/ reporting.
  • Supervise and guide the district consultants.

Qualification and skills required 

  • MSW, MPH or Post Graduate in any stream with a minimum of 5 years’ field experience of working with government departments in the state of Assam (TA projects).
  • Basic knowledge and understanding of the issue of child marriage and concepts of adolescent empowerment
  • Experience of working with departments of women and child development, Assam rural livelihood mission, education etc..
  • Experience of developing training modules, materials and programmes
  • Good computer, management, and organisational skills.
  • Good written and verbal communication
  • Should be able to speak, read and write English and local language
  • Willingness to travel to the field and ability to work against tight timelines.
  • A person from Assam will be preferred.
