ABOUT THE JOB ROLE
We are looking to hire a highly motivated and passionate individual as Senior Manager to work with governments and multilaterals, both in India and globally, to drive systemic reforms in PFM through the use of the iFIX (Integrated Fiscal Information Exchange) platform built by the organisation. The incumbent should have prior experience in the FM domain, working with Government projects and/ or advisory roles, and should display a self-starter attitude, having the ability to liaise with internal and external stakeholders. The incumbent should also be a creative problem solver, and an effective communicator, displaying excellent written, oral, and presentation skills.
KEY RESPONSIBILITIES
The Senior Manager will be responsible for creating a persuasive value proposition for the organisations Digital PFM mission and building a strong narrative for it at both state and Central levels. He/she will also be responsible for leading the adoption of the iFIX specifications as part of these engagements with the finance departments and their teams.
A) Lead the PFM domain work to ensure that both the iFIX platform and fiscal event specifications solve real-world PFM problems:
- Act as subject matter expert in PFM, and collaborate with government and ecosystem partners to gather insights on technical, operational, and strategic aspects of the domain to aid in designing the platform and enhancing the specifications.
- Lead the evolution of the specifications, with the support of the product and technology teams at the organisation.
- Create PoVs on using iFIX for improving: budgeting and planning efforts, revenue generation efficiencies, quality of public expenditure, especially on public works management and social benefits delivery, linking outlays to outputs and outcomes, as well as further use cases to implement.
B) Drive adoption of iFIX and/ or fiscal event standards at both state and central levels in India and abroad:
- Work with the internal product and program teams to create a clear value proposition on how iFIX complements existing PFM systems like the PFMS, IFMIS, and others, by bringing in an outside-in perspective.
- Identify enhancements in the iFIX platform and the specifications that will help the Centre and State finance leaders to drive systemic PFM reforms.
- Lead the evangelization of iFIX with senior finance leaders in the government, and work with them to drive the adoption of the iFIX approach to leverage its envisaged potential.
- Identify use cases that help exemplify the iFIX value proposition in conjunction with the current PFMS and IFMIS.
- Help the state and central governments design programs that help them leverage iFIX to drive large-scale PFM reforms, and support the programs to ensure value is created.
C) Create and deliver a global narrative for advocacy of the iFIX approach for digital PFM transformation:
- Build a core narrative of how the iFIX approach can help governments increase the velocity and veracity of information, and hence ensure that service delivery agencies can coordinate better to implement their mandate efficiently.
- Co-create white papers/ case studies with partners to build the salience of the iFIX platform and the fiscal data specifications.
- Build a coalition of knowledge partners in governments, multilaterals, and the social sector who share organisations enthusiasm for systemic PFM reforms.
- Represent the organisation at key forums such as conferences and seminars, among others. - Offer strategic policy recommendations to government bodies on enhancing digital PFM practices, demonstrating thought leadership through advisory and guidance.
- Lead research initiatives to identify emerging trends and challenges in the PFM domain, contributing to the organisational expertise in the field.
QUALIFICATIONS AND EXPERIENCE
- Chartered Accountant or Masters degree or equivalent in economics, business administration, public administration, public policy, or other directly relevant fields.
- 6 to 10 years of experience with government projects or advisory in public finance with consulting firms or non-profit organisations.
- Field-based experience working with multicultural and geographically diverse and spread teams.
- Working knowledge of Government Financial Rules, procurement processes, budgeting, expenditure management, and fiscal reporting processes preferred.
- Prior knowledge of IFMIS, PFMS, Treasury and associated systems public finance sector is an added advantage.
