Gender equality and women’s empowerment are central to the 2030 Agenda for Sustainable Development, aiming for a more equal, just, peaceful, and sustainable world. In India, the Women’s Economic Empowerment (WEE) Portfolio focuses on enhancing women’s economic rights and agency, creating a conducive environment for decent and safe employment and entrepreneurship opportunities for women in all their diversity. UN Women, in partnership with the European Union (EU), is implementing the WeEmpower India programme to advance women’s economic empowerment. This project aims to promote decent and safe economic opportunities, advocate for gender-responsive policies, and challenge discriminatory social norms.

Key Result Areas

  1. Increased Access to Safe and Decent Economic Opportunities:
    • For women and girls in all their diversity.
  2. Enhanced Gender-Transformative Policies:
    • Improve women’s access to safe and decent employment and entrepreneurship.
  3. Promotion of Positive Gender Norms:
    • Increase women’s participation in economic and social life.

The project utilizes a three-pronged approach:

  1. Promoting Economic Opportunities:
    • Implement Women’s Empowerment Principles (WEPs) in private companies.
    • Link women and girls to jobs in high-potential sectors like clean energy and STEM.
    • Strengthen women’s entrepreneurship through mentorship, digital skills, and investor matchmaking.
  2. Gender-Responsive Policies and Decision-Making:
    • Foster dialogues with stakeholders at central and local levels.
    • Strengthen statistical capacity to address data gaps related to SDG 5 (gender equality).
    • Utilize data for informed policy decisions.
  3. Collective Agenda-Setting and Norm Shifting:
    • Engage partners including government, CSOs, private sector, EU institutions, and member states.
    • Facilitate information sharing and challenge gender norms.

Job Summary

The Programme Officer, reporting to the Programme Manager, WEE, will play a key role in managing the WeEmpower India programme, with a focus on Private Sector and Employment. The incumbent will contribute to the development, implementation, and evaluation of the programme while ensuring effective communication and coordination with stakeholders. The Programme Officer will also lead a team of four personnel, ensuring successful programme delivery.

Duties and Responsibilities

Programme Strategy Development:

  • Lead the development of strategies focused on private sector engagement through WEPs and women’s employment.
  • Provide technical inputs to programme/project proposals and initiatives.

Programme Implementation and Management:

  • Lead the implementation of programme activities, particularly those related to WEPs and women’s employment.
  • Manage implementing agencies and provide technical inputs to the annual workplan and budget.
  • Maintain relationships with stakeholders to support programme implementation and expansion.

Capacity Development:

  • Lead technical training on WEPs implementation.
  • Coordinate with gender data experts and provide technical support on relevant data parameters.

Monitoring and Reporting:

  • Monitor programme progress using Results Based Management tools.
  • Draft reports on programme results and provide substantive inputs to donor and UN Women reports.

Financial Management:

  • Monitor budget implementation and provide inputs to financial reports.
  • Supervise Programme Associates and Assistants.

Partnerships and Resource Mobilization:

  • Provide inputs to resource mobilization strategies and maintain information databases.
  • Participate in donor meetings and public information events.

Inter-Agency Coordination:

  • Support inter-agency coordination on private sector engagement through WEPs.

Advocacy and Knowledge Building:

  • Coordinate advocacy campaigns, events, and the development of knowledge products related to women’s economic empowerment.

Required Skills and Experience

Education:

  • Master’s degree in social sciences, human rights, gender/women's studies, international development, or a related field.
  • A first-level university degree with two additional years of qualifying experience may be accepted.
  • Project/programme management certification is an advantage.

Experience:

  • At least 2 years of experience in programme/project implementation, monitoring, and evaluation, especially in women’s economic empowerment.
  • Experience working with the private sector to strengthen women’s economic empowerment.
  • Experience in promoting women’s safe employment opportunities in formal sectors.
  • Experience in liaising with government agencies or donors is desirable.
  • Proficiency in office software (MS Word, Excel) and web-based ERP systems (preferably Oracle Cloud).

Language Requirements:

  • Fluency in English is required.
  • Knowledge of another official UN language (French, Arabic, Chinese, Russian, or Spanish) is desirable.
  • Working knowledge of Hindi or other Indian languages is an advantage.
