Project Summary:
LLF is committed to enhancing the effectiveness of middle-layer functionaries in Haryana, Chhattisgarh, and Uttar Pradesh through our foundational literacy and numeracy (FLN) programs. Collaborating with district education departments, we support block and district education officials and academic resource persons (ARPs) who play a pivotal role in school visits, classroom observations, and teacher mentoring. Our initiatives include systematic classroom observation techniques, student assessments, and structured meetings for teacher capacity building. We are now establishing a dedicated unit to profile and categorize ARPs based on their skills and needs, providing tailored capacity-building programs. This program will focus on enhancing their pedagogical leadership and introducing AI/ML resources for ARPs and teachers, along with ongoing research for continuous improvement.
Position Summary:
The Program Manager will oversee the implementation of the middle-layer functionaries' profiling and capacity-building initiatives. This role involves designing personalized report cards for ARPs based on self-assessments and observations, creating and delivering differentiated capacity-building programs, and collaborating with subject matter experts to address behavioral and social-emotional aspects. The Program Manager will also monitor the impact of these programs on ARP performance and effectiveness.
Roles and Responsibilities:
ARP Profiling and Reporting:
- Data Collection and Analysis:Collect and analyze data from ARP self-assessments, BAC observations, and other sources to create detailed profiles of ARP strengths and areas for improvement.
- Personalized Report Cards: Design personalized report cards for each ARP, highlighting their capabilities and providing clear recommendations for capacity building.
- Regular Updates: Regularly review and update ARP profiles and report cards to reflect their evolving needs and progress.
Capacity Building Program Design and Delivery:
- Program Development: Develop differentiated capacity-building programs, including workshops, online engagements, and short courses tailored to ARP needs.
- Comprehensive Coverage: Ensure programs cover a wide range of topics, including subject-matter expertise, instructional strategies, and behavioral management.
- Collaboration: Collaborate with subject matter experts and behavioral specialists to enhance program content and delivery.
Implementation and Monitoring:
- Execution: Implement capacity-building programs systematically and timely.
- Impact Assessment: Monitor the impact of these programs on ARP performance and effectiveness.
- Feedback Mechanism: Collect feedback and adjust programs to ensure continuous improvement.
- Incentivization Strategies: Develop strategies to incentivize active participation in capacity-building initiatives.
Stakeholder Engagement:
- Coordination: Work closely with district education departments and other LLF units to align with state-designed FLN programs.
- Resource Leveraging: Coordinate with external stakeholders to leverage resources and expertise for capacity-building programs.
- Structured Meetings: Facilitate structured meetings and workshops for professional development.
- Relationship Building: Maintain strong relationships with internal and external stakeholders, including government agencies and educational institutions.
Documentation and Reporting:
- Progress Tracking: Document progress and outcomes of capacity-building programs.
- Reporting: Prepare detailed reports for stakeholders showcasing program impact and areas for improvement.
- Resource Management: Manage resources effectively to support capacity-building plans.
Educational Qualifications, Skills and Experience: Education:
- Bachelor’s degree in Economics, Social Sciences, Public Administration, or a related field. Master’s preferred.
- Understanding of the education sector, especially foundational years, is preferred.
Experience:
- Minimum of 5 years of experience in program implementation, data analysis, and capacity building, preferably in the education sector.
- Proven track record in collecting and analyzing educational data and developing actionable insights.
- Experience working in the education sector, particularly for foundational years.
Skills and Competencies:
- Strong analytical skills with the ability to interpret data and identify gaps.
- Excellent organizational and project management skills.
- Effective communication and interpersonal skills to engage with diverse stakeholders.
- Proficiency in Microsoft Office Suite and data analysis tools.
- Familiarity with data analysis, educational assessment, and observation tools.
- Ability to develop and implement strategic plans.
- Sensitivity to diverse cultural contexts and adaptability.
