As part of our mission, the Monitoring and Evaluation (M&E) Unit plays a crucial role in supporting program units with monitoring and evaluation processes.
Position: Monitoring and Reporting Specialist

Role Summary
The Monitoring and Reporting Specialist will support the UN Women India Country Office in developing and implementing a comprehensive Monitoring, Evaluation, and Learning Framework. The Specialist will be responsible for developing tools and systems to collect and analyze M&E data, training staff and implementing partners, and ensuring that monitoring and reporting are integrated into all program activities. The Specialist will also work closely with the Communications and Resource Mobilization team to facilitate knowledge sharing and support the development of knowledge products.
Key Responsibilities
- Program Integration: Provide guidance on incorporating monitoring and reporting into program formulation. Review program documents to ensure they meet SMART criteria and develop monitoring indicators, calendars, and plans.
- Quality Assurance: Coordinate the development and implementation of monitoring indicators, quality assurance processes, and field monitoring plans. Ensure that relevant evaluation findings are incorporated into program formulation.
- Strategic Guidance: Offer strategic advice on developing Performance Monitoring Frameworks (PMFs) and Baseline Surveys. Ensure linkage of Annual Work Plans (AWPs) with the UN Women Strategic Plan.
- Technical Guidance: Oversee data collection and analysis across programs. Develop and monitor the CO Monitoring, Evaluation, and Research Plan.
- Reporting: Ensure accurate reporting of results to internal and external stakeholders. Coordinate the annual reporting process and provide feedback on progress reports submitted by partners.
- Evaluation Support: Provide technical support for implementing the UN Women Evaluation Policy at the country level. Represent the country office in monitoring and evaluation working groups within the United Nations Development Assistance Framework (UNDAF).
- Capacity Building: Identify and disseminate good practices and lessons learned. Develop training materials and manage capacity-building opportunities for staff and partners in Results Based Management (RBM) and M&E.
- Knowledge Sharing: Promote awareness of the shared responsibility of M&E among all staff members through communication, training, and development activities.

Functional Competencies

Required Skills and Experience
- Education: Master’s degree in Political or Social Science, Economics, International Development Studies, Gender/Women's Studies, or a related field. A first-level university degree with additional experience may be considered. Project/program management certifications like PMP®, PRINCE2®, or MSP® are an added advantage.
- Experience: At least 5 years of progressively responsible experience in monitoring and reporting of development projects/programs at the national or international level. Experience within the United Nations system is desirable, along with field experience.
- Technical Skills: Proficiency in MS Word, Excel, and database packages, along with experience handling web-based management systems. Knowledge of modern web-based ERP systems, preferably Oracle Cloud, is an asset.
- Languages: Fluency in English and Hindi is required. Knowledge of other Indian languages is an asset.

The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact.
