Lead, City Data and Analytics Platform (CDAP)

Janaagraha

Janaagraha is working with NITI Aayog to conceive, launch, maintain and nurture a City Data and Analytics Platform (CDAP). The platform’s principal objective is to catalyze data-driven urban policy making in India, building on NITI Aayog’s National Data and Analytics Platform (NDAP).

To this end, Janaagraha is looking to recruit a committed senior professional to lead and coordinate our work on CDAP in collaboration with the NITI Aayog

KEY RESPONSIBILITES

Understand the vision and need for CDAP as envisioned by Janaagraha in keeping with the organizational vision, strategy and past work; and work to translate it into reality.

A) Government Engagement

  • Coordination with officials at NITI Aayog to understand requirements and articulate it for the platform development and design teams.
  • Engagement with and persuasion of government functionaries to implement design principles rooted in the philosophy of participation and data-driven urban policy making, project monitoring and driving relates reforms.
  • Coordinate regular progress follow-ups with respective government teams in-charge of content, ministerial liaison, data systems, design and interface.


B) Project Management, Implementation, and Reporting

  • Develop a detailed project implementation plan with timelines, as per vision and expectations of JCCD and NITI.
  • Hold together the different components of the work, listed below working with different internal teams and vendors, hiring and contracting as required, to ensure smooth running of day-to-day operations.
  • Working with Development team for raising funding, and others for sharing resources
  • Progress monitoring across all stakeholders to ensure timelines are met. Troubleshooting and managing relationships with all stakeholders, and foreseeing and managing eco-system developments.
  • Document work outputs, meeting actions, communications collaterals and any knowledge products that emerge over the course of the project.
  • Ensure reporting documentation is done as per schedule to donor, government, Janaaagraha team and other relevant stakeholders.


C) Platform Development

  • Develop platform philosophy and principles rooted in transparency, accessibility, interoperability, interactivity and trust.
  • Working with Research & Insights team at JCCD (with NDAP Data team and relevant Ministries) to mine existing public datasets and identify a pool relevant to urban governance, while understanding the existing gaps in public data to achieve the above principles.
  • Working with Technology team at JCCD (and with NDAP Tech team and relevant in-kind support resources) to put in place the Platform architecture and framework for analytics. Co-ideate and visualize the UI/UX (based on user profiles below) for CDAP to balance platform accessibility and functionality.
  • Working with Policy & Insights and JCCD leadership to develop a framework that identifies types of data users and their particular data needs; Conceive and develop a user engagement plan (incl. wider stakeholders in Communities of Practice point below).


D) External Engagement

  • Represent Janaagraha in progress meetings, events and conferences as per requirement.
  • Engage with external stakeholders to enhance CDAP visibility, improve sectoral engagement, and seek expert inputs to ensure platform evolution.


E) Convene Communities of Practice

  • Create an enabling environment for engagement of civic leadership by incubating communities of practice (as per CDAP vision), to ensure active & growing platform usage, peer learning and local leadership development.

QUALIFICATIONS AND EXPERIENCE

  • Relevant Master’s degree (Management / Data Science / Urban Development / others) with 12+ years overall experience, with 5+ in leadership roles relevant to the work.
  • Strong understanding of data science and experience of having worked with large public datasets and/or GIS in urban development is necessary and will be basis of consideration.
  • Engagement, familiarity, and comfort with the theory, practice, and articulation of data principles such as interactivity, interoperability, accessibility, and trust is desired.
  • A strong understanding of governance and policymaking, especially from a data-centric lens will add weight to the candidature.
  • Previous project management experience of leading complex multi-stakeholder projects and diverse teams is desired.

KEY COMPETENCIES

  • Excellent project plan formulation, implementation, monitoring and evaluation skills. 
  • Excellent ability to manage a diverse set of stakeholders, in and outside of government.
  • Excellent team management and communication skills.
  • Good command over written and spoken Hindi and English is desired.

For candidates found most suitable, the position would start with an initial term of 2 years, extendable based on performance and project requirements.

This position is preferably based out of Delhi (Bengaluru can be considered) and will report to the Head, Urban Policy at Janaagraha.
