Commencing operations in Nepal in 1995 as the Himalayan Cataract Project, HCP Cureblindness is an international charity headquartered in the US which believes that avoidable blindness can and must be overcome.
Blindness is a daily challenge, for over 43 million individuals, with an additional 295 million persons suffering from moderate to severe vision impairment. About 90% of these persons live in low and middle-income communities, where access to eye care is severely limited. 80% of this burden is treatable or preventable and more than 17 million blind people can be cured with a 10-minute cataract surgery. Millions more suffering from preventable or treatable corneal blindness, can also be helped.
HCP Cureblindness has worked alongside a capable network of collaborators for more than 25 years, to help people around the world retain and regain their sight by developing high-quality, cost-effective eye care systems in underserved areas. The organization has to date screened more than 14.5 million people and performed more than 1.4 million sight-restoring surgeries. HCP Cureblindness has also established five eye hospitals and trained more than 19,500 eye health professionals.

Overview of India Country Program
HCP Cureblindness began working in India in 2009 with the mission of eliminating needless blindness through a health system-strengthening approach. Several key access-to-care milestones have been achieved including +100,000 cornea transplants, innovative community level cornea screening and treatment, and the advancement of health system sustainability policies.
JOB DESCRIPTION/ RESPONSIBILITIES:
Reporting to the AVP, Asia, the Country Director - India (CDI) will be responsible for developing the strategy and sustainable, regional capability and capacity to eliminate needless blindness and provide overall management and strategic leadership to the India Country Office, including programs and programmatic support and compliances. The CDI will represent HCP Cureblindness, and manage the country strategy, project implementation and donor relations, in conjunction with global leadership.
Essential Key Job Responsibilities:
(A) Leadership and Governance
(1) Oversee implementation of strategic vision and direction for overall program design,
implementation, and proposal development. Work closely with the country and global team to accomplish strategic goals;
(2) Build and maintain highly collaborative working relationships with counterparts in other HCP Cureblindness offices, including regional offices, national offices and headquarters;
(3) Foster a positive and productive organizational culture;
(4) Instill operational and business management rigour in the areas of scorecard, analysis, reporting, financial accountability, partner relationship management, and day-to-day operations;
(5) Achieve and exceed organizational goals for training, infrastructure development, patient care and prevention;
(6) Manage the India Advisory Board and legal, financial, and regulatory obligations associated with doing business in the country. Ensure all program activities and support functions comply with applicable national and international laws and regulations, including in-country FCRA registration;
(7) Partner with the development team to develop and nurture in-country potential proposal partners and identify potential relationships and opportunities to generate funding from international and bilateral agencies and other donors. Provide support for proposals submitted to donors and others for fundraising and marketing purposes;
(8) Represent HCP Cureblindness in meetings with government officials, international donor agencies, and national advisory groups;
(9) Foster deep relationships with current and prospective partners and advance relationships in accordance with organizational strategy;
(10) Analyze eye care needs, trends and political developments in the country and the surrounding region to anticipate new projects and initiatives;
(11) Travel extensively, both domestically and internationally up to two weeks in a month.
(B) Program Management
(1) Accountable for all aspects of running an effective, efficient India program in line with organizational strategy and annual plans;
(2) Lead and support advocacy initiatives, and develop and strengthen strategic partnerships and linkages to support and increase programmatic reach and impact;
(3) Lead the Country Office staff to implement the program portfolio, ensuring quality oversight through effective program monitoring;
(4) Oversee agreements and MOUs with programmatic and government partners;
(5) Ensure the achievement of program objectives in partnership with country office staff;
(6) Oversee narrative and financial programmatic reporting to donors and headquarters;
(7) Foster an organizational culture that supports learning, sharing and continual improvement of program quality;
(8) Serve the organization globally in a technical leadership capacity and lead the Country Office.
(C) Finance and Administration
(1) Oversee HCP Cureblindness India Country Office’s Finance, HR, compliance and administration policies, in accordance with local regulations;
(2) Develop the annual country budget, in collaboration with concerned managers;
(3) Manage program spending, analyze projected cash flow, schedule major expenses, oversee audits and anticipate over or under-spending;
(4) Ensure controls are in place to prevent fraud and that staff receive the required information and training to manage associated risk;
(5) Closely oversee compliance with the laws and regulations of India, including FCRA;
(6) Oversee all HR-related issues within the country program;
(7) Reflect the vision and mission of HCP Cureblindness when interacting with team members and provide them with leadership, advice, support and appropriate communication.
(D) Risk and Security Management
(1) Identify all risks and implement mitigating measures in conjunction with the India country team, regional leadership, and HCP Cureblindness HQ;
(2) Oversee the updation and implementation of country location security plans, guidelines and manuals, working to minimize health risks and secure HCP Cureblindness assets;
(3) Ensure appropriate security procedures and awareness are maintained throughout the country program;
(4) Take the lead on decision-making and contingency planning during security incidents or threats, working with HCP Cureblindness HQ and the India country team to identify and monitor risk.
QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:
Qualification
Graduate with a master’s degree preferably in Business Administration, International Development, Global Health, Social Work, or other relevant disciplines.
Experience
(1) 10 years of experience in public health or related fields with an INGO, with at least five years of experience at the director or manager level;
(2) Demonstrated ability to undertake high-level representation and advocacy. Experience of working with government, international and local NGOs, corporations, and donors, is a substantial asset.
Skills and Competencies
(1) Strong working knowledge of English and Hindi (spoken and written);
(2) Advanced leadership and project management skills. Demonstrated experience and skills in leadership, staff management, program development and management, strategic planning, monitoring and evaluation and public speaking;
(3) Demonstrated ability to develop and create budgets and monitor financial status;
Demonstrated capacity to mobilize program funding including donor cultivation and grant writing;
(4) Knowledge and experience of managing donor compliance;
(5) Excellent interpersonal skills, including the ability to lead teams, communicate a vision, make timely and transparent decisions, and manage conflict;
(6) Creative, open-minded, flexible and a self-learner;
(7) Strong visioning, strategic planning, implementation ability and effective under pressure, results-oriented and proactive with the ability to multitask.

COMPENSATION OFFERED:
Gross compensation budgeted for the position is attractive and in alignment with salaries paid by leading I/NGOs for leadership roles. The offer made to the selected candidate shall be commensurate with qualifications, experience, and salary history.
