Designation offered: Consultant – Air quality & solid waste management (AQSWM)

 Location: Amritsar, Punjab

 Reporting to:  Programme Lead

Purpose:

The Air Quality team at CEEW aims to strengthen air quality management in Punjab by - 

● Plugging critical data and information gaps,

● Building technical and enforcement capacity of urban local bodies, and

● Equipping citizens with information that can transform them into agents of change.

CEEW is working with civil society, academic and government agencies in Punjab for improving the air quality and solid waste management. The team seeks to hire a dedicated researcher and a go-getter to support the team’s engagements in Punjab. The candidate will undertake relevant research, identify and consult stakeholders, and conduct techno-economic and feasibility assessments. The candidate will also have to design and conduct studies to evaluate the impact of proposed solutions. The role offers an excellent opportunity to work with state and city administrations to ideate and implement solutions for clean air. While the role is based in Amritsar, the candidate should be open to travelling within other cities of Punjab or Delhi as and when needed. The candidate will be responsible for the following:

Job Duties and Accountabilities

Research                                                                                             

●       To collect data on municipal revenues and spending by reviewing relevant government documents, and conducting interviews/consultations with relevant stakeholders

●       To develop a clear understanding of demands-in-aid received by local governments for air quality improvements ad solid waste management in their jurisdiction

●       To collect and analyse data on utilisation of funds received by urban local bodies for air quality improvements

●       To distil and communicate key insights from on-going analyses with the team

●       To contribute to a dedicated webpage on air quality through timely, relevant and well-written blogs.

●       To keep a tab on the policy developments in India and across key countries of the world on air pollution

●       To assist the team in working on multi-disciplinary projects, proposal writing and project development.

●       To engage with government stakeholders to understand their research requirements

●       To convene stakeholders to communicate research findings

Project/programme assistance

●       To contribute to publications including policy briefs, reports as well as publish in high-quality peer reviewed national and international journals

●       To participate in relevant conferences, workshops, training programmes for a comprehensive understanding of developments relevant to air quality issues

●       Assist with project implementation, including help with preparing presentations and policy material.

●       Support effective communication of research outputs, through close coordination with outreach team, engagement with wider network of stakeholders, and concerned policymakers

●       Support senior team members for important meetings and sessions, prepare notes, and conduct follow-ups, as required

●       Participate in weekly team meetings and assist with preparing minutes.


Selection Criteria

Qualification

●        Bachelor’s/Master’s degree in engineering, environmental policy or any related fields.

Work experience

●       0-2 years experience in policy research.

●       Relevant research experience in the domain of solid waste management and/or air quality management.

●       Experience in dealing with stakeholders (CSOs, waste workers, government, etc.).

●       Experience in field research, for data collection/training of enumerators/sampling of households/pilot testing/monitoring activities (preferred).

Key skills

●       Must be proficient in Hindi, and English. Punjabi is desirable but not mandatory.

●       Must have strong communication skills for effective, efficient, and adaptive verbal and written communication, and active listening.

●       Must have strong research skills – the capability to carry out systematic literature review, familiarity with research methods is a bonus.

●       Strong drive and initiative, a self-starter.

●       The candidate should be willing to travel.
