Organizational Setting and Reporting Relationship
The position of Associate Project Analyst is assigned to India Resident Mission (INRM) within the South Asia Department (SARD). You will be based at our India Resident Mission in New Delhi, India.You will report to designated International Staff (IS) and Senior National Staff (NS).
Your Role
As an Associate Project Analyst, you will provide administrative, operational, and analytical support to the functions of portfolio management and project administration.
You Will:
- Assist and coordinate the preparation and updating of Project Administration Memorandum (PAM) by gathering and consolidating data in the appendices, and preparing draft on various sections including project description/scope, project cost, loan allocation, procurement, loan covenants, etc.
- Assist in the preparation of and contributes in the updating of individual Project Performance Reports (PPRs) every month for loans outlining all the required details for example, project description/scope, status of implementation, developments, major problems, actions taken/proposed, and participating in the departmental PPR meetings when needed.
- Coordinate the compilation of data and statistics on contract awards and disbursements for the assigned projects for the generation of various reports required by the department and management.
- Assist in monitoring and analyzing the actual awards and disbursements against targets to identify shortfalls and their underlying causes and follows up these matters with the executing agencies (EAs).
- Maintain records needed to monitor compliance with project and technical assistance (TA) covenants.
- Assist in following-up on outstanding obligations of executing agencies such as the submission of financial statements, monthly and/or quarterly progress reports and inputs data on the status of such compliance into the data base at INRM, in consultation with the National Project Implementation Officer.
- Assist in monitoring physical progress in projects/TA implementation, for example, by following up on outstanding obligations of EAs to expedite procurement/contract awards.
- Familiarize EAs with ADB guidelines and procedures and ensuring their compliance with project covenants and maintain related documents, records and files for delegated projects.
- Assist in the monitoring of progress in terms of outputs and deliverables, following up submission of project reports, financial statements, etc.
- Maintain computer-based information system for project administration matters.
- Assist in processing disbursements for delegated and non-delegated projects by following up with EAs on timely submission of withdrawal applications .
- Assist in reviewing withdrawal applications for compliance with project agreement.
- Assist in updating procurement (including consultant recruitment), preparing/review of data input for Procurement Contract Summary Sheet (PCSS) to update the Loan Financial Information System (LFIS).
- Participate in various missions as required such as inception, review, mid-term mission and project completion report missions by providing independent support in:
- Collecting data on contract awards and disbursements;
- Reconciliation of project accounts;
- Compliance with loan covenants;
- Familiarizing EAs with ADB's loan procedures;
- Assisting EAs where necessary in the preparation of various reports and applications.
- Assist as needed in the implementation and processing of ADB operations in the area of governance, policy, and economic development, and in other RM activities as required.
- Perform other tasks that may be assigned and reflected in the incumbent’s work-plan.
You Will Need:
- Bachelor's degree in civil engineering/architecture/planning or relevant fields.
- At least 5 years of relevant experience in infrastructure sectors; experience in international agencies will be preferred
- Experience and knowledge of various stages of the project cycle. Understanding and knowledge of the International Federation of Consulting Engineers ( FIDIC) conditions of contract will be an advantage
- Proven ability to work independently on assigned transactions, areas of analysis and research, which have well-defined scope and steps
- Ability to conduct cost-benefit analysis to support decision-making
- Effective report-writing and communication skills in English and the national language
- Proficient in spreadsheets and required information technologies.
- Ability to provide guidance to other AS staff on assigned area of work
- Ability to liaise and work effectively with government officials within own work location and with colleagues throughout ADB
- Ability to work collaboratively with teams as a constructive team member.

Additional Information:
This is a fixed term appointment with option to renew for an initial period of THREE (3) years following Section 3.1 (b) of Administrative Order No. 2.01 (“RecruitmentandAppointment’).
This appointment is not convertible to a regular appointment. It may be extended on an exceptional basis for a further fixed period at the option of ADB. This appointment is open to internal and external applicants.This opening is a local staff position. It is open only to nationals and residents of India.
