Overview of the Role
Support the planning, execution, and evaluation of emergency management and response initiatives. Conduct data analysis and risk assessments to enhance situational awareness and health threat forecasting. Lead capacity building through training programs at multiple levels, strengthen PHEOC operations, and support incident management functions. Drive stakeholder coordination, monitoring and evaluation, documentation, and knowledge sharing to ensure effective emergency preparedness and response.
Job Description
1. Planning and Coordination
• Collaborate with the project team to plan, coordinate, and execute all activities under Emergency Management and Response.
• Develop training plans, materials, SOPs, checklists, and guidelines.
• Ensure successful implementation of training programs and other related initiatives.
2. Data Analysis and Risk Assessment
• Undertake data analysis to identify early warning signs and conduct risk assessments for enhanced situational awareness.
• Compile and maintain accurate datasets relevant to organizational objectives.
• Ensure data quality through robust surveillance protocols across community and institutional levels.
• Analyze and interpret data to identify trends, anomalies, and statistical relationships.
• Apply data visualization and predictive modelling techniques for forecasting emerging health threats.
3. Incident Management and Operational Support
• Support incident management functions including:
• Development of operational information
• Preparation of Incident Action Plans (IAPs)
• Tracking assigned resources
• Planning demobilization post-response
• Document objectives, strategies, and communication during emergency operations.
4. Capacity Building and Training
• Develop and update training curricula based on feedback and evolving public health threats.
• Conduct competency-based training for Public Health Emergency Operations Centres (PHEOCs).
• Strengthen PHEOC operations and assist in implementing the Public Health Emergency and Disaster Management – Professional Development Programme (PHEDM–PDP).
• Conduct training programs at district, state, and national levels.
• Develop databases, systematic training evaluations, and reports.
5. Monitoring, Evaluation & Documentation
• Contribute to developing and implementing a Monitoring and Evaluation framework for training and emergency preparedness.
• Conduct qualitative assessments, document best practices, and prepare case studies.
• Develop abstracts, monthly/quarterly/annual reports, and disseminate lessons learned.
• Support knowledge management and participate in review meetings with MoHFW, NCDC, NIDM, and other stakeholders.
6. Stakeholder Coordination
• Ensure effective communication and coordination with government and institutional partners.
• Represent the project in relevant technical meetings and discussions.
• Follow up on action items and ensure timely completion of project deliverables.
7. Additional Duties
• Perform any other tasks assigned by the reporting officer or competent authority.
Required & Preferred Qualifications
Skill
• Experience with government health programs like IDSP, NCDC, or EMR Division/Disaster Management Cell, MoHFW.
• Experience in disaster preparedness (floods, cyclones, earthquakes, etc.) in the health sector.
• Proficiency in modern technologies such as GIS, Power BI, Google Cloud AI, and other analytical tools.
• Experience in preparing SOPs, policies, and technical publications.
• Strong skills in data visualization, community engagement, and emergency response planning.
Education
MBBS or Doctoral degree (PhD) in Medicine, Public Health, or Epidemiology.
Experience
• Minimum 7 years of experience in public health programs. • At least 3 years of national-level experience in: • Disease surveillance of outbreak-prone diseases • Public health emergency or disaster management • Health Emergency Operations Centres (HEOC), Emergency Operations Centres (EOC), or Control Rooms
